To develop the new urban areas of Delhi in a planned manner, the land pooling system has been further strengthened in the Master Plan-2047. Under this, about 200 square kilometers of land in the urban expansion area will be developed in a planned manner. To strengthen the infrastructure in land pooling areas, about 600 kilometers of new road network will be developed. Under the scheme, DDA itself will develop roads 30 meters wide or more.
20 hectare town planning scheme
In Master Plan-2047, land owners have been given many options for the development of their plots. Under this, land owners can voluntarily pool their land and do development work jointly by forming a consortium. Apart from this, the option of Town Planning Scheme (TPS) has also been made available. A minimum area of 20 hectares will be required for a town planning scheme. Its objective is to develop a large area together in a planned manner.
Sector 8B is at the forefront
Sector 8B falling in villages Garhi Khasro and Ibrahimpur of Planning Zone P-II has become the first sector to achieve the mandatory limit of 70 per cent continuous pool land. According to DDA, necessary amendments will also be made in the Delhi Development Act, 1957 to quickly implement the land pooling policy on the ground. DDA says that this arrangement will pave the way for simultaneous development of facilities like housing, employment, schools, hospitals and parks in new urban areas. This will promote holistic and planned urban development instead of scattered development on separate plots.
105 villages, 138 sectors
The land pooling area in Delhi is spread over parts of six planning zones – K-I, L, P, N, P-II and P-I. This area consists of a total of 105 revenue villages and 138 sectors. By July 2026, DDA has received more than 7,615 applications for land pooling. At the same time, more than 7,885 hectares of land has been registered or pooled. According to DDA, till now the mandatory limit of 70 per cent continuous pooled land has been met in 16 sectors. This is considered to be an important progress towards the development of new urban areas under the land pooling policy.
Will be used according to the width of the road
Provision for inclusive zoning has been made in Master Plan-2047. Under this, different types of activities will be allowed in residential plots depending on the width of the road. With this system, small establishments and essential services can be developed as per the need in residential areas. This will promote mixed and convenient development in new urban areas along with providing necessary facilities to the people at the local level.
