New policy for transfer of employees implemented in Bihar, know complete details

Patna. The government has implemented a new system regarding deployment and transfer of revenue employees in Bihar. The Revenue and Land Reforms Department, while releasing the Bihar Revenue Employees Posting Policy 2026, has set a limit on the long-term stay of employees in the same district. The new policy aims to streamline the transfer process as well as maintain administrative transparency.

Normally 3 years posting in a district

Under the new system, revenue employees will generally be able to remain posted in any one district for three years. In special circumstances, this period can be extended, but in any case, a provision has been made to remain posted in one district for a maximum of five years. After completion of the five year period the employee will be transferred to another district. However, in special circumstances, the possibility of extending the tenure has been kept on the basis of the recommendation of the competent supervisory officer.

General transfer will take place every year in June.

The government has fixed the month of June for general transfer. That means the regular transfer process will be completed every year during the same period. However, due to administrative need or work interest, transfer of an employee can be done at other times of the year also. This arrangement is expected to help in completing the transfers within a stipulated time frame.

Employees will be able to give option of five districts

In the new policy, revenue employees have also been given the facility to give the option of five districts of their choice during transfer. However, merely giving the option will not ensure transfer of the employee to the same district. The department has clarified that selection of five districts is for the convenience of the employee, it will not be seen as a right to get posting in the concerned district.

Action on lobbying for transfer

The government has also taken a strict stance against employees who lobby or make recommendations to influence the transfer process. If an employee is found to be lobbying improperly for transfer, an explanation may be sought from him. Not only this, such action can also be mentioned in the service book of the employee.

Rules changed after becoming state level cadre

The cadre of revenue employees was earlier at the district level. In such a situation, he was not normally transferred to another district. After making the cadre state level last year, the arrangement for inter-district transfer has now become possible. The new policy has been prepared keeping this change in mind. With this, employees can be posted in different districts as per the need.
