Beijing. National Security Advisor Ajit Doval on Tuesday held special representative level talks with Chinese Foreign Minister Wang Yi regarding the India-China border dispute and improvement in relations between the two countries. This meeting is important because there is still uncertainty regarding the possible visit of Chinese President Xi Jinping to India for the BRICS summit to be held on September 12-13. This talk is taking place at a time when differences regarding border and Arunachal Pradesh remain major issues between the two countries. Both Doval and Wang are special representatives assigned for border talks. This arrangement was established in 2003 for a comprehensive resolution of the dispute related to the 3,488 km long India-China border.
Doval met China's Vice President Han
Before the talks, Doval, who reached Beijing on a two-day visit on Monday, also met Chinese Vice President Han Zheng. The Indian Embassy said in a post on 'X' that in the conversation between Doval and Chinese Vice President Han Zheng, measures to strengthen peace and stability in the border areas and to further improve bilateral relations in economic, political and multilateral areas as agreed between the leaders of the two countries were discussed.
Doval's meeting with the Chinese Vice President took place ahead of the 25th round of Special Representative level talks between the two countries. The embassy said Doval and Vice President Han discussed ways to strengthen peace and stability in the border areas and further improve bilateral relations in economic, political and multilateral fora, in line with the consensus reached between the top leaders of the two countries. Doval is on a visit to China for talks with China's Foreign Minister and China's Special Representative on Border Affairs Wang Yi to discuss border issues.
Tense atmosphere after Galvan Valley dispute
In 2020, relations between Delhi and Beijing had become quite tense after the clash in Galwan Valley and the prolonged military standoff in eastern Ladakh. After this, both sides have taken steps to stabilize relations. This arrangement of Special Representative level talks did not succeed in resolving the border dispute, but officials of both the countries consider it a useful medium to deal with the tensions that arise again and again on various issues.
The question of coming to India was sidelined
China's Foreign Ministry spokesperson Lin Jian announced the special representative level talks at a press conference here on Monday. But when he was asked about Xi Jinping's visit to India, he avoided giving a direct answer. During Xi's visit to India, he may get an opportunity to meet with Prime Minister Narendra Modi on the sidelines of the summit. During this, both the leaders can discuss initiatives related to taking forward bilateral relations.
Xi and Modi met in SCO 2025
Modi and Xi last met in August 2025 on the sidelines of the Shanghai Cooperation Organization (SCO) summit in Tianjin. Regarding the special representatives' talks, Lin said Doval and Wang will have in-depth discussions on the border dispute as well as other issues related to bilateral, regional and international relations. He said the Special Representatives' talks are the “main medium” of talks between China and India on the border dispute.
Besides, it is also an important platform for dialogue on issues of common interest between the two countries. Lin said that in August last year, the 24th round of talks was held between China and India in which both sides had frank and in-depth discussions on the border dispute. He said that in this round of talks also, both sides will continue intensive dialogue on the border dispute and will work together to maintain peace and stability in the border areas in accordance with the spirit of common understanding reached between the leaders of the two countries. He said the two sides will also exchange views on bilateral relations and international and regional issues.
