Developing countries should not become mere consumers
Developing countries should not remain only exporters of raw materials or consumers of finished goods. So far, technological development and high-value manufacturing in global value chains have been limited to a select few countries. An enlarged BRICS should avoid this old pattern again. During South Africa's first BRICS presidency in 2013, the BRICS Business Council was established to ensure that economic cooperation is not limited to governments.
