The Delhi High Court has expressed strong displeasure over the violence that took place during the Delhi University Students Union (DUSU) elections. Reprimanding the Delhi University administration, the court said that what could be more worrying than the fact that such incidents are happening during the student union elections in the country's capital. The court has issued notices to all the 140 candidates contesting the student union elections. The court has asked him why compensation should not be imposed on him for the violence and alleged violation of rules during the elections. During the hearing of the case, Delhi Police also presented before the court the status of action taken so far and the steps taken.
During the hearing, Additional Solicitor General Chetan Sharma told the Chief Justice's bench that a status report has been filed in the case. The status report of Delhi Police was also presented before the bench. During the hearing, the bench questioned the concerned Deputy Commissioner of Police regarding the alleged convoy of vehicles without number plates in the North Campus. Citing the photographs, the court said that the photographs cannot be denied. The bench questioned that when a large number of policemen were deployed at the spot, then how was the convoy of vehicles without number plates allowed to pass through.
High Court expressed displeasure over the convoy of vehicles
The Deputy Commissioner of Police told the bench that the police are continuously checking the vehicles. On this, the High Court said that such convoys create a feeling of fear, terror and dominance. The bench asked the police what steps have been taken so far to stop them. Citing the photographs, the court said that the candidates are seen standing on the roof and front bonnet of the cars and thus the rules are being openly violated.
The bench also asked who had appeared in the court on behalf of the student organizations. During the hearing, ASG Chetan Sharma told that 998 challans have been issued in the case. Show cause notices have been issued to the people seen in the video and RCs of the vehicles concerned will also be seized. He said one person has been expelled from the organization, while six FIRs have been registered and four people have been arrested.
5,737 challans for violation of traffic rules
The ASG told the court that so far 5,737 challans have been issued for violation of traffic rules. These include cases related to without license and violation of other traffic rules. The court sought answers from the police regarding the steps taken to maintain security and law and order during the elections.
High Court also sought answers regarding the attack on professors
During the hearing, the Chief Justice raised questions about the attack on the professors and asked what action has been taken in this matter. He also asked whether the arrested person was a student or not. On this the ASG said that the professor was attacked by the students themselves. The bench asked that if only students were involved in the attack, then were outsiders not involved in it? The court also asked whether the college authorities were informed about the action taken against the students and what steps were taken against the students concerned. On this, Delhi University informed that show cause notices have been issued to the concerned students.
Questions on the presence of lawyers of student organizations also
During the hearing, advocate Apurman Kurup appeared on behalf of ABVP and advocate Rishav Ranjan appeared in the High Court on behalf of NSUI. At the same time, the lawyer appearing for ASAP student organization said that no hooliganism has been committed by their organization. On this, the bench asked to show photographs of an ASAP candidate standing on the roof of a car. The court tried to clarify the position regarding the role of candidates and student organizations on the basis of photographs.

High Court angry over incidents happening year after year
A bench of Chief Justice Devendra Kumar Upadhyay and Justice Tejas Karia said the court is issuing show cause notices to individual candidates and notices for collective damages to student organisations. The bench said that there is no need to comment on how DU is issuing the show cause notice in a general manner without coming to any logical conclusion. The court said that such incidents are happening year after year, but nothing is changing. The bench said that who can imagine an incident like a student slapping a professor after winning the elections. The court said that the students should be more polite after the victory.
Instructions to ensure compliance with the recommendations of Lyngdoh Committee
The bench said that Delhi University and other concerned authorities should take all possible actions and measures so that the recommendations of the Lyngdoh Committee and the orders issued by the court from time to time are not violated. The court also directed other departments including Delhi Municipal Corporation to ensure that no damage is caused to public property. The bench said that if any violation comes to light, the concerned agency should take immediate action.
