Field verification of details of most of the prominent voters who have received notices under the ongoing Special Intensive Revision (SIR) process in Delhi has been completed. According to election officials, after verification, the names of these voters have been reserved for inclusion in the upcoming final voter list. Those who received the notice included senior BJP leader LK Advani, former Vice President Jagdeep Dhankhar, Foreign Minister S. Many prominent personalities including S. Jaishankar, Delhi Chief Minister Rekha Gupta and former Chief Minister Arvind Kejriwal were present. Notices were issued after various types of 'discrepancies' were recorded in their calculation forms.
According to officials, in many cases the voters' details could not be mapped to the previous SIR list of 2002. After this, the booth level officers went to the spot and verified the details and necessary documents of the concerned voters. After completion of verification their names are kept for inclusion in the final list. The final voter list of Delhi is to be published on November 4. The Election Office has earlier clarified that issuance of notice during SIR does not automatically mean removal of name from the voter list; Before removing the name, the concerned voter is given an opportunity of being heard and prescribed procedure.
Notices were received for not mapping the records of 2002
According to officials, notices were issued to most of these key voters as they were 'not mapped' to the records of the previous SIR conducted in Delhi in the year 2002. Most of such prominent voters are associated with New Delhi Assembly constituency. Election officials said that in the last few days, teams of election officials including Booth Level Officers (BLOs) visited the homes of the voters concerned and verified their details. During this, the information of voters was verified on the basis of supporting documents prescribed by the Election Commission. After completion of field verification, the names of these voters have been reserved for inclusion in the final voter list of Delhi to be published on November 4. That is, after receiving the notice, after completion of the verification process, progress has been made towards including their names in the final list.
Why were notices issued to prominent personalities?
As per the instructions of the Election Commission, apart from members of the judiciary, public representatives, persons holding constitutional and declared posts identified in the election database, notices were also issued to prominent personalities associated with various fields including art, culture, journalism, sports and public service. According to officials, the names of these voters were not included in the draft voter list published on August 31. The verification process was completed by issuing notices to the concerned voters on the basis of discrepancies noticed in their records during the SIR process and non-mapping with previous records.
33.13 lakh voters marked for notice
According to officials, notices were issued to obtain necessary documents from the concerned voters during the stage of filing claims and objections. The draft voter list published on August 31 includes names of more than 97 lakh voters, while around 33.13 lakh voters have been marked for notice after discrepancies were found in their enumeration forms. Among the voters identified for notice, a large number are those whose details could not be matched with the voter list prepared during the last SIR conducted in 2002. In such cases, documents have been sought from the voters concerned, so that their records can be verified. At the same time, the office of the Chief Electoral Officer (CEO) of Delhi has clarified that issuing notice to a voter does not mean that his name will be removed from the voter list. After the notice, the claim is examined on the basis of documents and other prescribed procedure. Only after this a decision is taken regarding keeping or removing the voter's name in the final list.
