The Centre is set to temporarily disable the ration entitlements of around 1.58 crore beneficiaries from October as part of a nationwide exercise to clean up the Public Distribution System database.
The move will target ration cards that have not been used to claim foodgrain for the past six months. However, the cards will not be permanently deleted immediately.
Why Is The Government Disabling These Cards?
The exercise is aimed at identifying and removing inactive, duplicate and potentially ineligible beneficiaries from the ration distribution system.
The government has said such database clean-ups can help ensure that subsidised foodgrains reach genuine beneficiaries and reduce possible leakages involving duplicate, deceased, migrated or otherwise ineligible beneficiaries.
The Centre has previously used Aadhaar seeding, digitisation and e-KYC verification to update the ration-card database.
Ration Cards Will Not Be Deleted Immediately
Importantly, the 1.58 crore ration cards will initially be temporarily disabled rather than permanently cancelled.
Beneficiaries will get a three-month window to establish their eligibility and complete the required e-KYC verification.
Once the verification is successfully completed, the ration entitlement can be restored.
The new process is covered by amendments to the Targeted Public Distribution System Control Order, which provide for temporary disablement followed by verification before a final decision is taken.
What Are ‘Silent Ration Cards’?
The government is using the term “silent ration cards” for cards against which no foodgrain entitlement has been claimed for six months.
Such inactivity can have several possible explanations. A beneficiary may have migrated, faced difficulties accessing a ration shop, experienced technical problems or simply not required their entitlement during the period.
The government will therefore use the three-month verification period before making a final determination.
e-KYC Already Covers Over 90%
The Centre has been steadily increasing the use of technology for ration-card verification.
Government data showed that e-KYC coverage had reached 90.64% as of July 30, 2026.
A new system for e-KYC-based data replication and mobile-number seeding through electronic point-of-sale machines has also been introduced.
The functionality for handling silent ration cards and duplicate beneficiaries is scheduled to go live in the SMART-PDS system from October 1.
58 Million Cards Previously Removed
This is not the first large-scale clean-up of India’s ration database.
The food ministry said in November 2024 that around 5.8 crore ration cards had been removed from the PDS system through digitisation and de-duplication exercises.
The government has argued that these measures help ensure that the benefits of food welfare schemes are directed towards eligible households.
Beneficiaries Should Complete Verification
For people whose ration cards are affected by the new process, the key step will be completing e-KYC within the three-month window.
The temporary disablement does not mean the beneficiary has been permanently removed from the system. Eligibility can be re-established through the prescribed verification process.
The exercise is expected to become operational nationwide from October 1 as part of the Centre’s continuing effort to modernise and clean the PDS database.
