With the onset of winter, when the shadow of air pollution and smog starts deepening in Delhi-NCR, the new Electric Vehicle Policy (Delhi EV Policy 2026) of Delhi Government to control the smoke emitted from vehicles is rapidly starting to show impact on the ground. Under the mega EV package announced to promote clean fuel and green mobility in the national capital, direct purchase incentive amounting to Rs 7.61 crore has so far been distributed to 2,707 electric vehicle buyers. According to official data, within the first three months of the policy being implemented, more than 7,700 applications have been received and a total amount of approximately Rs 7.91 crore has been released as subsidies and incentives. This aggressive financial support from the government is not only helping in reducing the number of vehicles running on fossil fuels in the capital, but is also directly motivating the common citizens to adopt environment-friendly mobility while providing relief from the ever increasing prices of petrol and diesel.
The biggest USP of this comprehensive EV package of Delhi Government is that the government has not limited itself to just cash subsidy, but has completely removed the double tax burden to make the on-road price of new electric vehicles very affordable.
-
Zero Road Tax: 100% road tax has been waived off on electric two-wheelers, three-wheelers and electric cars with ex-showroom price up to Rs 30 lakh purchased and registered in Delhi. Generally, when buying a petrol or diesel car, one had to pay road tax of 8 to 12 percent, due to which now the buyer is directly saving a lump sum amount of more than Rs 1 to 1.5 lakh.
-
Complete exemption in registration fees: The registration fee for getting a new vehicle number in RTO has also been reduced to zero.
-
Direct discount based on battery capacity: Purchase subsidy of up to Rs 30,000 is being given on electric two-wheelers (scooters and bikes) depending on the battery capacity, while special incentive packages have been prescribed for e-autos and three-wheelers.
Another very important aspect of this new initiative of Delhi Government is ‘Scrapage Incentive’, the objective of which is to remove 10 to 15 year old, smoke-spewing sour vehicles from the roads of the capital forever.
-
If a citizen destroys his old 15 year old petrol scooter or bike at a government recognized scrappage center and buys a new electric two-wheeler in return, he gets an additional scrapping incentive of Rs 10,000.
-
Additional financial incentive up to a maximum of Rs 1 lakh is being given on scrapping old polluting cars and adopting new electric cars.
-
This certificate of scrapping and verification of purchase of a new vehicle is completely recorded on the online portal, so that the buyer does not have to visit different offices.
To ensure a transparent system free from middlemen and red tape, Delhi Government has activated a special ‘Delhi EV Subsidy Portal’, through which the entire process has become cashless and faceless:
-
Apply Online Within 30 Days: The buyer has to visit the official portal and submit his application within 30 days of purchasing a new electric vehicle and issuing the Permanent Registration Certificate (RC) from the RTO.
-
Required Documents: The applicant has to upload the RC of his new vehicle, Aadhar card, bank account passbook/cancelled check and residence certificate of Delhi on the portal.
-
Transfer from DBT directly to account: After digital verification of documents, the entire subsidy amount is deposited directly into the buyer’s Aadhaar-linked bank account through Direct Benefit Transfer (DBT) within 60 days.
-
Status Tracking: Applicants can track the live status of their claim from the comfort of their home through their mobile number and application ID.
Along with providing financial incentives, the main focus of the Delhi government is to create a strong network of charging infrastructure across the city, so that the drivers do not have to face the fear of running out of battery midway (Range Anxiety). Under the new EV policy, a target has been set to set up more than 30,000 new charging and battery swapping points across the NCR region in the next four years. For this, fast chargers are being installed at concessional electricity rates in residential societies, malls, metro stations, petrol pumps and public parking lots. Environmental experts and automobile experts believe that this direct and prompt distribution of subsidies will increase the pace of green transition in Delhi manifold. If citizens continue to move towards electric mobility at this pace, then in the coming years Delhi will be successful in registering its strong identity not only in the country but also in the list of the cleanest and pollution-free cities of the world.
