Sources said that there is a possibility that people may refuse to leave the place even after the program ends at 5 pm. He cited the example of the June 20 protest, where permission was given only till 5 pm, but the protest continued as a dharna for more than a month. However, NDMC has closed Central Park for the general public on 16 and 17 October. Still, there is a possibility of people gathering there.
What are the agencies afraid of?
According to sources, the agencies also fear that CJP supporters will not go directly to Central Park. Instead, they may gather in small groups in different places. Due to this, crowd may gather at many places in Central and New Delhi districts. Social media can be used extensively for mobilizing people and live-streaming. At the same time, things like last-minute changes in place or route can make the task of crowd management and traffic control difficult, especially during peak hours i.e. evening rush hour.
How far can the march go?

Sources said that if restrictions are imposed in Central Park, some groups may try to march towards Parliament House, India Gate, Rashtrapati Bhavan, PMO, Supreme Court, offices of political parties and residences of senior public representatives. Security has been given priority around these places.
A warning of chaos has also been given in this assessment. Sources say that in case of excessive crowd, rumors or instigation, there may be push, scuffle or damage to public property in and around Central Park. He also said that anti-social elements can take advantage of this crowd and carry out illegal activities. 'Cockroach Janata Party' (CJP) founder Abhijit Dipke had announced the event on October 14 with the message 'waving the tricolor is not a crime'. There has been no response from CJP on this.
This apprehension is due to past incidents
Sources said that this fear of intelligence agencies is based on the experiences of CJP's previous protests. Stone pelting and attack on policemen were reported near Akashvani Bhawan during the October 10 protest, in which two policemen were injured. Incidents of conflict also came to light on 11 October. Organizers allegedly violated prohibitory orders imposed under Section 163 of the BNSS in New Delhi district on July 20, 2026. Despite a ban on unauthorized processions and meetings, the protesters tried to go beyond the designated protest site.
Sources said the number of people involved in previous protests was much higher than reported by organizers. Some protesters even broke police barricades. The agencies are expecting a similar unexpected crowd this time too, as it may include supporters from Haryana, Uttar Pradesh and other parts of Delhi-NCR as well as students and youth groups.
What steps are being taken for security?
Social media platforms will be monitored to keep track of calls for gatherings, gathering locations and any last-minute changes. Precautionary arrangements have also been made at railway stations, metro stations and bus terminals, where adequate police force and crowd control equipment have been kept ready. Security at important places and VIP areas in New Delhi and Central districts will be tightened. Police will remain deployed until the crowd completely disperses.
