'If there is any discrepancy in the voter list in UP, DM will be held accountable', CEO Navdeep Rinwa gave strict instructions

To make the voter list error-free and transparent in Uttar Pradesh, the Election Commission has tightened the monitoring system. Now, if irregularities are found in the voter list, delay in disposal of applications or negligence in monitoring, not only the lower level officers and employees but also the District Election Officers (DM/DEO) will be held accountable. Chief Electoral Officer of Uttar Pradesh Navdeep Rinwa has instructed the officials of all the districts to regularly review the work related to the voter list.

According to the new instructions, every District Election Officer will have to monitor the work related to the voter list by logging into the ECI-NET portal daily with his login. Its objective is to increase transparency in the voter registration process, timely disposal of pending applications and prevent mistakes in the voter list.

Monitoring will increase on Form-6, 6A, 7 and 8

The Chief Electoral Officer has directed that all applications related to Form-6, Form-6A, Form-7 and Form-8 should be reviewed regularly. Through these forms, tasks like registration of new voters, applications related to migrant voters, deletion of names from the voter list and amendment in details are done.

If any application is kept unnecessarily pending or sent to the wrong officer, its disposal will be ensured by immediately handing it over to the correct officer. Officials have also been directed to check the profile, mobile number, designation and last login status of the employees registered on ECI-NET.

Ban on sharing login ID, password and OTP

In view of the possibility of irregularities in the voter list, election officials have been instructed to keep their login credentials safe. No officer will have to share his user ID, password or OTP with any other person.

Earlier, the Chief Electoral Officer had also given instructions to stop the feeding of physically received voter application forms by computer assistants. Such forms are to be digitized by Booth Level Officers (BLOs) through the BLO App. Instructions were also given to check the forms fed by computer assistants after April 10, 2026.

BLO's call request will have to be completed within 48 hours

For the convenience of voters, strictness has also been done regarding 'Book a Call with BLO' facility available on ECI-NET app and Voter Service Portal. Under this, no call request of citizens should remain pending for more than 48 hours. If any BLO selects 'Contacted' or 'Unavailable' option on the portal without contacting the voter or does not respond to the call request in time, then action can be taken against him.

Strictness increased after Pilibhit disturbances

After investigating the irregularities related to voter list in Pilibhit, the Election Commission had increased surveillance across the state. In this case, information about action against two SDMs and a computer assistant was revealed. Instructions were given to the officials that such incidents should not be repeated and responsibility should be fixed at every level related to the voter list.

Important steps before 2027 assembly elections

Assembly elections are proposed in Uttar Pradesh in 2027. In such a situation, the accuracy of the voter list and registration of eligible citizens is an important part of the electoral process. The Election Commission's emphasis is that no eligible voter's name should be left out of the list and no ineligible person's name should be wrongly included.

It is clear from the instructions of Navdeep Rinwa that accountability is now being increased at the district level in the process of preparing and updating the voter list. Through this, efforts are being made to strengthen administrative monitoring and maintain transparency in the electoral process.
