The US Treasury Department’s Office of Foreign Assets Control on April 23 designated Satish Kumar Haresh Bhai Sutaria for helping produce illicit fentanyl. The statement said Sutaria is an India-based pharmaceutical chemical supplier that deals in fentanyl precursors used in the production of illicit fentanyl. Together with salesperson Yuktakumari Ashishkumar Modi, Sutaria helps organize the sale and shipment of these precursors to Mexico, including Guatemala. The accused mislabels the chemical and presents it as a safe chemical. The statement said Sutaria’s associate, Yuktkumari Ashishkumar Modi, used Indian pharmaceutical companies for transactions and was arrested by the Indian government. Sutaria and Modi used SR Chemicals and Pharmaceuticals and Agrat Chemicals and Pharmaceuticals to carry out these transactions. Both of them are pharmaceutical chemical companies based in India. Sutaria and Modi were arrested by Indian authorities in March 2025 for this activity.
