Adopting its 'zero tolerance' policy against fraud and crime in the state, the Yogi government has canceled the allotment of 944 hectares of land allotted to two companies in Kanpur Dehat. The government has issued final instructions to register this entire land again in its favor.
In the year 2011, land was allotted in Bhoganipur tehsil to M/s Lanco Anpara Power Limited and M/s Himawat Power Private Limited in the name of setting up a thermal power plant. The companies did not start any work on the site even after 15 years and mortgaged the lands to banks without permission. As soon as the permission of the Governor is received, the Energy Department has issued instructions to the District Magistrate of Kanpur Dehat that after rejecting the names of both the companies from Khatauni, this land should be registered in the name of Uttar Pradesh Government and Energy Department.
This is the whole matter This whole matter started on June 28, 2011, when an agreement was signed between the Energy Department and the two companies. M/s Lanco Anpara Power Limited was given a total of 375.378 hectares of land including 90.3260 hectares of leased land and 285.0524 hectares of acquired private land in villages Kripalpur, Chaparghata, Rasoolpur Bhuranda and Bharatuli of Bhognipur tehsil.
At the same time, a total of 568.651 hectares of land including 217.813 hectares of leased land and 350.838 hectares of acquired private land in villages Amilia, Sihari, Kachgaon and Chaparghata was provided to M/s Himawat Power Private Limited.
Companies broke contract terms and committed fraud As per the terms of the contract, the companies were to complete the construction of the power project within 3 years of getting possession of the land. However, even after a long time of more than three years, the companies have not started the construction work of the power project till date. In this way, both the companies directly violated the first and foremost condition of the agreement.
After this, another major matter of fraud came to light in the investigation. It was clearly written in the condition of the agreement that the companies cannot sell, lease or mortgage the land to anyone without the permission of the state government. Despite this, M/s Himawat Power mortgaged the land to IDBI Bank without any permission.
At the same time, M/s Lanco Anpara Power also mortgaged the land to Canara Bank and Punjab National Bank (PNB) without informing the government. The companies did not send any letter to the Energy Department in this regard nor did they take any permission from the government, due to which the state government suffered huge financial loss.
Final action taken after no-response The government took a strict stance on violation of the conditions and issued a show cause notice to both the companies on May 25, 2026, under condition 4(6) of the contract, asking them to respond within 15 days. This notice was sent to the registered address and email of the companies, which was also received by the companies. Despite this, even after the stipulated time had passed, no explanation or reply was provided by the companies. This made it clear that the companies had no answer for the violation of the conditions.
Due to deliberate non-performance by the companies, causing financial loss to the government and not responding to the notice, Additional Chief Secretary Dr. Ashish Kumar Goyal issued the final order on 25 August 2026. The order asked for the entire 944.029 hectares of land to be vested back in the Energy Department with the permission of the Governor.
Also, a copy of the order has been sent to the Kanpur Dehat District Magistrate and instructions have been given to immediately ensure necessary action as per the rules to register this entire land in the name of the Energy Department and the State Government in the revenue records (Khatauni).
