New Delhi, September 26, 2026 – Election Commission: A full meeting of the Election Commission was held today (26 September 2026) amid the ongoing political controversies regarding Chief Election Commissioner (CEC) Gyanesh Kumar and the Election Commission (ECI). In this meeting, Chief Election Commissioner Gyanesh Kumar and both the leading Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi had participated.

In the meeting, the tribunal had clarified that the claim of Form-6 declaration is not a major issue, because the Supreme Court has justified the declaration of Form-6. Also, it was made clear that the letter written to the Cabinet Secretary had no connection with the policy decisions of the Election Commission.

Major decisions taken by the Election Commission

According to the official statement, the following important decisions have been taken with the unanimous consent of the three Election Commissioners:

1. Decisions regarding SIR and civil services

  • Easy Hearing Process: BLOs will personally visit the homes of citizens who have received notices in SIR and collect documents; In most cases there will be no need for direct hearing.

  • Helpdesk for poor and homeless citizens: District Election Officers (DEOs) will set up special helpdesks for night shelters, labourers, poor and homeless people as per requirement.

  • Form-6 Declaration: In Special Intensive Reforms (SIR), the system of declaration along with Form 6 has been maintained by the Supreme Court.

  • Review Committee: The ECINET system will be reviewed by a committee consisting of Senior Deputy Election Commissioner (DEC) and independent IIT/IIM experts.

  • Extension of claim and settlement dates: The last date for submitting claims has been fixed as 30th October in Delhi and 12th October in Maharashtra.

2. Administrative and procedural reforms

  • Agenda of the meetings: The agenda of all the meetings of the Panch will be sent in advance and the proceedings of the meeting will be recorded.

  • APAR Report: The annual confidential report of all officers will have to be completed by 31 December every year.

  • Foreign travel: It will now be mandatory for officials to obtain prior approval from the Election Commission for foreign travel.

  • Strict adherence to notifications: Strict compliance of all orders issued by the Commissioners to the officers will be ensured.

Panch's clarification regarding updating the voter list

  • SIR completed in 20 States/UTs: The SIR process has been completed in 20 states and union territories of the country including Bihar and West Bengal.

  • New opportunity for name registration: Those whose names have been left out from the list during or after SIR, or youth who are becoming voters for the first time, can add their names by filling the form with the concerned Electoral Registration Officer (ERO) under the 'Continuous Update Process'.

  • Special Campaign: Election officials at all levels (CEOs, DEOs, and EROs) have been instructed to streamline the process and immediately launch a special campaign for the citizens left out after the reform.

Clarification regarding the letter written to the Cabinet Secretary

  • The letter sent to the Cabinet Secretary was not about the IT Policy, but was related to the performance and responsibilities of the officer on deputation.

  • The Election Commission has strongly reiterated that all decisions of the Election Commission regarding nationwide SIR will be fully implemented by the three Commissioners. unanimously Were taken.

  • Currently, BLOs in Goa are going door-to-door to get Form 6 filled from the left voters.

The Election Commission has clarified that this declaration has been issued in accordance with the decisions taken in Saturday's plenary meeting and after the full official approval of the Commission.
