Changi Airport retires 20-year-old VIP terminal for Plaza Premium luxury hub
Changi Airport Group (CAG) announced on April 15 that construction has begun on the site of the former Commercially Important Persons (CIP) terminal at the southern end of Terminal 2.
The new facility is set to open by mid-2027 and will be jointly operated by CAG and Plaza Premium Group (PPG), the Hong Kong-based company that runs lounges in more than 75 airports across 30 countries, according to a CAG statement.
The partnership marks the end of JetQuay’s nearly two-decade run as Changi’s private terminal operator. JetQuay moved to an interim lounge inside Terminal 2 in September 2025 while the original CIP terminal was demolished to make way for the redevelopment, aviation news site Future Travel Experience reported.
PPG, founded in 1998 by Song Hoi-see, has won the Skytrax World’s Best Independent Airport Lounge award eight times and brings a global hospitality playbook to what was previously a niche, Singapore-only operation, according to industry publication Moodie Davitt Report.
The new terminal will feature a deluxe lounge, bar, private suites and bespoke dining, along with a high-end event space designed for larger entourages and private gatherings. Passengers will have smooth transfers to boarding gates and access to Changi’s retail offerings, CAG said.

Ang Siew Min, CAG’s senior vice president of airport operations development and airport operations services, told Future Travel Experience that some travelers now seek more than a comfortable place to wait before a flight, and CAG is responding with a premium terminal that delivers a fully personalized experience. He added that a curated selection of dining and wellness options near the terminal will further enrich what is available to passengers.
Mei Mei Song, PPG’s chief transformation officer, told Moodie Davitt Report that the group will bring its global airport hospitality expertise together with Changi’s operational excellence to set a new benchmark in personalized services for premium travelers.
Beyond the private terminal, the project will expand the existing Hub & Spoke, the outdoor lifestyle area beside Terminal 2 that has offered a cafe, bar, bike rental, showers and fitness facilities since it opened in October 2020.
The expanded cluster will add fresh dining concepts, wellness facilities and pet-friendly amenities for both passengers and local residents, according to CAG.
Anchoring the expanded Hub & Spoke will be Changi’s first covered amphitheater and open-air plaza, designed to host intimate to mid-scale events.
The development sits near the upcoming Hotel Indigo, and CAG said the combined projects will transform the southern node of Terminal 2 into a travel, lifestyle and wellness hub.
Changi Airport handled a record 69.98 million passengers in 2025, a 3.4% increase over the previous year, making it the world’s fourth busiest international airport.
Terminal 5, which will further expand capacity, is under construction with a target completion of 2030.
