The inquiry began in 2006 when Kumar was secretary of the Kerala Public Works Department. This case relates to the construction of MC Road under the Kerala State Transport Project. Lee C., chief project manager of Pati-Bel, an Indo-Malaysian company related to this project. Bean committed suicide in Kuala Lumpur in 2006.
