Mukhyamantri Sehat Yojana: A serious illness can plunge an average family into financial uncertainty, but a health security scheme worth ₹10 lakh has now reached millions of families in Punjab. During a card distribution ceremony for the Mukhyamantri Sehat Yojana in Mohali, Chief Minister Bhagwant Singh Mann explained how 1.26 crore health cards have provided health security to 5.4 million families. Under this scheme, ₹1,310 crore has been spent on the treatment of over 700,000 patients so far.
Government is further strengthening accessible health facilities
Describing it as the world’s only unconditional and completely free healthcare scheme, the Chief Minister said that this initiative ensures that families can access treatment without worrying about costs. Meanwhile, the Aam Aadmi Clinics are further strengthening affordable and accessible healthcare facilities across the state. He said that the government’s primary goal is to ensure that every citizen remains healthy and build a “Rangla Punjab.”
People greatly appreciated the initiative of the government
In his message shared on X regarding the launch of the scheme, Chief Minister Bhagwant Singh Mann said, “I shared my thoughts with the people during the ‘Chief Minister Sehat Yojana Card Distribution Ceremony’ in Mohali today. Providing quality healthcare to the people of Punjab is a top priority for our government. Health cards were distributed to beneficiaries today, providing each family with access to free treatment up to Rs 10 lakh. The people who attended the ceremony also heartily appreciated this initiative of the government. Our goal is to keep every citizen healthy and create a ‘Rangla Punjab’. Inquilab Zindabad.”
Addressing the gathering during the Mukhyamantri Sehat Yojana card distribution ceremony here, Chief Minister Bhagwant Singh Mann said the scheme provides cashless treatment up to Rs 10 lakh without charging a single penny from the beneficiaries. “While many people abroad have to take health insurance and pay premiums before availing medical facilities, Punjab is providing cashless treatment up to Rs 10 lakh without putting any financial burden on the beneficiaries,” he said.
The Chief Minister stressed, “Our aim is not only to provide treatment, but also to ensure that no family is trapped in debt or financial distress due to illness. Healthcare should not be a luxury available only to the wealthy.”
Healthcare available without any financial burden
He said, “People abroad typically have to pay a premium to obtain health insurance. In Punjab, our government is providing this healthcare facility without placing any financial burden on the people. We have ensured that people can access treatment without worrying about whether they have money in their pockets. No family has to postpone or forgo treatment due to financial constraints.”
Cashless treatment available up to Rs 10 lakh
Chief Minister Bhagwant Singh Mann said, “Expensive treatment can push a poor family into a situation where they are forced to choose between high medical bills and life. We have now changed this situation. Today, people can get treatment from a government or private hospital of their choice. This scheme provides cashless treatment up to Rs 10 lakh and is a major step towards providing both health and financial security to the people of Punjab. There are no conditions to avail this scheme.”
Taking a dig at political opponents, he said
The Chief Minister said, “Our government’s healthcare initiatives reflect our broader philosophy of putting the common man at the center of governance. We understand the difficulties faced by ordinary people, as our policies are designed around their everyday needs.” Taking a dig at his political opponents, he said, “If the treatment is right, there’s no need to change doctors. Similarly, if the government is people-friendly, there’s no need to change it.”
The work of realizing the dreams of Shaheed Bhagat Singh
Chief Minister Bhagwant Singh Mann said, “This change isn’t limited to healthcare. The colors of ‘Rangle Punjab’ are beginning to appear in various sectors. Punjab is a sacred land of immense potential, and we are working to realize the dreams of Shaheed Bhagat Singh by creating opportunities for our people within the state. We want a prosperous and Rangla Punjab. We don’t want California. We want a strong Punjab so that our youth can build their future here.”
Large savings for families collectively
Highlighting the financial relief being provided through various government initiatives, he said, “The Mawan-Dhiyan Satkar Scheme, the Free Bus Travel Scheme, the regulation of private school fees, the Meri Rasoi Scheme, the Chief Minister’s Health Scheme, and other such schemes are collectively providing substantial savings and benefits to families. We estimate that each family is benefiting approximately ₹1.82 lakh annually, with some families receiving as much as ₹2.72 lakh in total. These initiatives aim to put money back into the hands of the common man by reducing expenditure on essential services.”
Long distances to basic health facilities
Chief Minister Bhagwant Singh Mann said, “Our healthcare infrastructure has also been strengthened through a network of 1,100 Aam Aadmi Clinics. These clinics have recorded approximately 55 million outpatient visits, demonstrating how primary healthcare services have been brought closer to residential areas. People no longer have to travel long distances to access basic healthcare.” He added, “Aam Aadmi Clinics have brought healthcare closer to people’s homes and made it accessible to ordinary families.”
The benefits of the schemes should reach the grassroots level.
The Chief Minister also announced that the three-month installment under the Mawan-Dhiyan Satkar Scheme would be released on October 1. “We are committed to supporting our beneficiaries and ensuring that the benefits of our schemes reach the people at the grassroots level,” he said.
All families are getting direct benefits
Taking aim at opposition parties, Chief Minister Bhagwant Singh Mann said, “Those who failed to provide relief to the common people are now questioning schemes that are directly benefiting all families. People can see for themselves the difference between governments that only made announcements and those that are delivering benefits on the ground.”
Use of public money for public welfare
The Chief Minister also targeted the central government, saying, “The central government has withheld funds from Punjab, but we haven’t stopped providing benefits to the people. Despite this, we have continued our welfare schemes and development work.”
He added, “We have plugged leakages and ensured that public money is used for public welfare. We never said the treasury is empty. Instead, we have ensured the proper use of government resources.”
Previous governments took advantage of government schemes
He said, “We are also fulfilling our commitments to employees and ensuring payment of their dues.” Chief Minister Bhagwant Singh Mann further announced that government employees would also receive a Diwali gift. He said, “During previous governments, powerful people took advantage of government schemes. Our government is working to ensure that these benefits reach ordinary citizens.”
Achievements are not limited to the field of education only
Highlighting the government’s work in the education sector, Chief Minister Bhagwant Singh Mann said, “Punjab was previously ranked 27th in education. Today, Punjab has reached the first position, surpassing even Kerala. Our education reforms aim to provide students with better infrastructure, quality education, and improved learning opportunities. Punjab’s achievements are not limited to the education sector alone. The sacrifices made by Punjabis for the country, our contribution to India’s food security, and our achievements in sports are unparalleled.”
Four national team captains are Punjabis.
He said, “Punjabis have always been leaders and have proven their mettle in every field.” The Chief Minister added, “Punjab’s sporting culture is being reinvigorated through initiatives like ‘Kheda Watan Punjab Diyan,’ in which lakhs of athletes are participating.” He said that the captains of four national teams are Punjabis, which reflects Punjab’s deep sporting talent and contribution to Indian sports.
Our only aim is to create such a Punjab
Chief Minister Bhagwant Singh Mann said, “Our vision is to create a Punjab where youth have opportunities in education, employment, and sports, while families have access to healthcare and essential services without financial pressure. Our sole goal is to create a Punjab where people can live with dignity, families can secure their future, and the younger generation can see a bright future within the state.”
He said, “We want to build a Punjab where people are healthy, educated, happy, and hopeful about their future.” The Chief Minister added, “We want to build a Punjab where every family feels secure and every youth has the opportunity to progress. We are moving in this direction and leaving no stone unturned for this noble cause.”
So many crores spent on more than 7 lakh patients
Chief Minister Bhagwant Singh Mann said, “Our government is committed to the welfare of every section of society and every step is being taken for their progress. Today, the distribution of more than 1.26 crore health insurance cards has been started, providing health security to 5.4 million families. So far, Rs. 1,310 crore has been spent on the treatment of more than 7 lakh patients under this scheme.” He added, “This scheme provides treatment without any conditions and at no cost. It is the only scheme of its kind in the world.”
Essential services, including emergency care
Meanwhile, Health Minister Dr. Balbir Singh pointed out that timely treatment can prevent complications, improve recovery, and reduce the long-term costs of illness for families. He said, “This health scheme is helping people access essential services, including dialysis, heart treatment, cancer treatment, knee replacement, cataract surgery, C-section delivery, transplant services, and emergency care.”
The Health Minister further stated that the first kidney transplant at Rajindra Hospital, Patiala, was performed entirely under the Chief Minister’s Health Scheme.
He also mentioned the successful heart surgery of a 37-year-old woman under the MMSY. He said, “This reflects the efforts of the Punjab government to upgrade its institutions to provide advanced super-specialty services to the people of the state.” Cabinet Minister Dr. Balbir Singh, Lok Sabha member Malvinder Singh Kang, and others were also present on the occasion.
Beneficiaries share their experiences about the Chief Minister’s Health Scheme
Sharing his experience, an elderly beneficiary explained that he suffered from knee problems and thanked Chief Minister Bhagwant Singh Mann for providing free treatment under the Chief Minister’s Health Scheme. He said that such a facility, which allows people to receive treatment without worrying about costs, was not available to them under previous governments and thanked the government for launching this scheme.
Another beneficiary shared her experience of taking her child for treatment, stating that a private hospital had demanded a large sum of money for the treatment, but under the Chief Minister’s Health Scheme, the treatment was successfully completed at a government hospital without financial burden on the family. She thanked the Punjab government for launching a scheme that has made quality treatment accessible to families without the burden of expensive medical expenses.
Health cards will reach every eligible family
Under the next phase of the Mukhyamantri Sehat Yojana, health cards will be delivered directly to eligible families across Punjab. Camps will be set up in over 1,800 villages to distribute the cards. In the remaining areas, designated health friends and ASHA workers will distribute the cards door-to-door. Field teams will visit beneficiaries’ homes to deliver the complete card kit and inform them about the benefits of the scheme. Those who are unable to receive their e-cards at the camps will be covered through follow-up visits.
The Chief Minister has directed the district administration, health officials, Swasthya Mitras, ASHA workers and other field staff to ensure that no eligible family is left out of the scheme – whether it lives in a remote village, is unable to attend the camp or is unaware of the enrolment and distribution process.
Chief Minister’s Health Scheme covers life-saving and high-cost treatments
The Chief Minister’s Health Scheme currently covers 2,356 treatment packages through over 900 empanelled hospitals in Punjab and Chandigarh, including government and private hospitals.
The scheme provides access to ongoing treatment, long-term care, surgery, and specialized treatments, with a special focus on high-cost and life-saving procedures, such as dialysis, cancer care, cardiovascular disease treatment, kidney transplants, and liver transplants. The health department has also highlighted various services under the scheme, including knee replacements, cataract surgery, C-section deliveries, transplant services, and emergency care.
