Tamil Nadu government's big plan regarding cyber crimes, state-level command center built in Chennai

Chennai, August 16 (IANS). The Tamil Nadu government has converted the Cyber Crime Wing headquarters in Chennai into a state-level command center to deal with the growing and complex cyber crimes.

The state government has named it 'Tamil Nadu State Cyber Crime Coordination Center' (TN-S4C). This center will function from the Police Training College Complex in Ashok Nagar.

TN-S4C will act as the state's nodal agency for the 'Indian Cyber Crime Coordination Centre'. It will function under the supervision of the state DGP and under the direct administrative control of the head of the cyber crime branch or the additional DGP.

It has been designed as a hub that works round the clock. This center will work to take immediate action against online criminal fraud, monitor cyber threats and conduct cyber patrolling.

This command center will work closely with banks, telecom operators, internet service providers, CERT-In and central and state agencies. The center will also handle cases requiring interstate or international coordination, including organized cyber crime, ransomware attacks, cryptocurrency-related crimes and large-scale financial fraud.

Its operations will be divided into six departments, including State Cyber Command Centre, State Cyber Crime Investigation Centre, Cyber Arangam, Advanced Cyber Forensics Unit, Administration Division and Cyber Security Division.

The command center will operate the 1930 cyber crime helpline, monitor e-zero FIRs and coordinate blocking of SIM cards, mobile devices and illegal online content. It will also do social media intelligence and dark web monitoring. The investigation center will investigate technologically sophisticated crimes spanning multiple jurisdictions. It will function as an e-police station for e-Zero FIR in cases involving financial loss of more than Rs 1 lakh.

The government has sanctioned 172 police posts for main command and investigation units. Another 28 personnel will be deployed at Cyber Arangam, while 25 ministry staff will assist in administrative work.

Cyber Arangam will conduct public awareness programmes, police training, student internships, hackathons and digital literacy initiatives. The forensic unit will manage the state's cyber laboratory and implement advanced investigative technologies.

Six external experts in specialized areas including dark web investigation, malware analysis, threat intelligence and digital forensics have also been brought on board.

The government has allocated Rs 8.88 crore for the expansion of the 1930 helpline, which will include 15 outsourced seats for three years.
