With preparations for the 2027 Uttarakhand Assembly elections gaining momentum, the Congress faces a formidable challenge from the ruling BJP but still cannot be ruled out of the race for power. While the BJP currently enjoys an early advantage, the Congress could make the electoral contest significantly more competitive if it succeeds in strengthening its organisation, fielding winnable candidates and containing factionalism within the party. The Congress was reduced to just 19 seats in the 2022 Assembly elections, against the BJP’s 47 seats. In terms of vote share, however, the gap between the two parties was considerably narrower. The BJP polled around 44.3 per cent of the votes, while Congress secured approximately 37.9 per cent, a difference of about 6.4 percentage points. Moreover, the relatively narrow vote-share gap, coupled with several closely fought constituencies, offers Congress some grounds for optimism ahead of the 2027 polls. In a number of seats won by the BJP in 2022, the margin of victory was below 5,000 votes, while several constituencies were decided by margins of less than 3,000 votes. In some cases, the difference was below 1,000 votes.
Congress would therefore need only a modest swing in its favour in a number of these constituencies to potentially alter the overall seat arithmetic. However, converting this opportunity into electoral gains will remain a major challenge for the opposition party. Congress has begun its preparations comparatively early and is looking to revive its organisational machinery ahead of the elections. Senior leaders including Pritam Singh, Harak Singh Rawat, Yashpal Arya and Ganesh Godiyal have been entrusted with electoral responsibilities as part of the party’s preparations. The selection of candidates is also expected to play a crucial role. Rather than relying solely on seniority, Congress is likely to benefit from prioritising candidates with strong local networks and a demonstrable ability to win their respective constituencies. For the party, however, one of the biggest challenges will be rebuilding its booth-level organisation. A strong ground-level network, along with greater coordination among workers and leaders, will be essential if Congress is to convert anti-incumbency and local grievances into votes. Factionalism has traditionally been another concern for the party.
Congress will have to maintain unity among its senior leaders and ensure that differences over tickets and leadership do not weaken its campaign once the election process gathers pace. The BJP, meanwhile, enters the 2027 contest with a strong electoral record. The party won all five Lok Sabha seats in Uttarakhand in the 2024 general elections, securing approximately 56.8 per cent of the vote. Congress, by comparison, polled around 32.8 per cent. The Lok Sabha results underline the scale of the challenge before Congress. The party will have to not only protect its existing Assembly constituencies but also make significant gains in BJP-held seats if it hopes to cross the majority mark. Political analysts, however, believe that the contest could become more competitive if Congress succeeds in projecting a clear and credible leadership face. Within political circles, there has also been discussion over whether senior leader Harak Singh Rawat could be projected as a potential Chief Ministerial face, with some analysts arguing that such a move could help provide the party with greater momentum.
The impact of any leadership projection, however, will ultimately depend on several factors, including candidate selection, organisational mobilisation and the issues around which Congress builds its campaign. For the BJP, the advantage of incumbency, a stronger organisational structure and its dominant performance in the 2024 Lok Sabha elections provide an early edge. But the 2022 Assembly results also demonstrate that the electoral contest in Uttarakhand is not necessarily determined by large differences in vote share. Congress therefore has a window of opportunity over the coming months. If it manages to identify strong candidates in closely contested constituencies, strengthen its booth-level machinery, keep its leaders and workers united and mount a campaign focused on local issues, the BJP may find the road to retaining power in 2027 considerably more difficult than its 2022 performance might suggest.
