Corruption Complaints In The Ministry Of Home : In the last five years, there has been a significant change in the number of corruption complaints in the country. The home ministry once had the highest number of complaints, but now the picture has changed. Central Vigilance Commission (CVC), the Ministry of Home Affairs received the highest number of complaints in 2021 and 2022, according to annual reports. In 2021, there were 37,670 complaints against the Ministry of Home Affairs, while there were 11,003 complaints against the Railways.

After this, the statistics suddenly changed significantly. In 2023, complaints against the Ministry of Home Affairs and its affiliated agencies (excluding Delhi Police) fell to 2,309. Railways topped the list with 10,447 complaints, while banks received 7,004 complaints.

This means that, in 2025, the highest number of complaints were registered against banks, with railways coming second. Home Ministry’s CVC data does not include Delhi Police. Why such a big drop in complaints against the Ministry of Home Affairs?
Five years of data show a sudden drop of about 95% between 2022 and 2023. But this does not mean that complaints against the Ministry of Home Affairs have also reduced by 95%. One of the main reasons for this is the variation in data reporting and departmental coverage. Ministries and their affiliated organizations have been profiled differently in different years in the CVC report.
The 2024 report clearly states that the ministry or department’s data includes its affiliates, while the Home Ministry’s data does not include the Delhi Police. Therefore, it is important to consider this difference when comparing data from 2022 and beyond.
So why are banks and railways consistently high?
One of the reasons for this is the large and daily contact these two institutions have with the public. Banks handle millions of transactions related to accounts, loans, savings, transactions, branches and other financial services. Railways handles a large amount of work related to ticketing, recruitment, freight, contracts, procurement, construction and other services. As a result, these organizations have a much larger contact area for complaints. The size of the organization, its public relations and volume of transactions also play an important role in the number of complaints.

Only 248 complaints were forwarded to CVO/CBI for investigation.

The home ministry topped the list in 2022, but after 2023, railways and banks continued to be the sectors with the highest number of complaints. In 2025, there were 19,314 complaints against banks and railways combined, while there were 2,036 complaints against the Ministry of Home Affairs. After receiving the complaint, whether the case is found to be true or closed during investigation is a separate process. According to the CVC, after an investigation, the case may be closed or administrative proceedings may be initiated.
