In a decisive move to prevent the toxic smog that chokes the national capital every winter, the Delhi government on Monday announced a comprehensive and aggressive winter pollution action plan.
Rolling out stringent measures well ahead of peak pollution months, Environment Minister Manjinder Singh Sirsa outlined a series of heavy restrictions—including a 50% work-from-home (WFH) mandate for government and private offices, doubled parking fees, and phased construction bans.
The announcement followed a high-level review meeting at Paryavaran Bhawan chaired by Union Environment Minister Bhupender Yadav, alongside Delhi Chief Minister Rekha Gupta, PWD Minister Parvesh Verma, and other key state and central leaders.
“Providing clean air and a healthy environment to the residents of Delhi is our responsibility, and this responsibility is not limited to any one season,” Minister Sirsa stated. “The Delhi government is continuously working technically and scientifically, 365 days a year, 24×7, for pollution control.”
Tougher Mobility and Vehicular Restrictions
To curb winter vehicle emissions, the government will launch an awareness campaign in October and strictly enforce a “No PUCC, No Fuel” policy at all petrol pumps.
Additionally, a major crackdown on “end-of-life” vehicles is scheduled, utilising Automatic Number Plate Recognition (ANPR) cameras installed across all 500 petrol pumps in the capital.
To speed up fitness checks for roughly 250,000 vehicles, the government is using three automated testing stations. It is also adding 150 electric buses to expand its green fleet to over 700.
Staggered Office Timings and 50% WFH Mandate
To ease traffic congestion and reduce peak-hour emissions, the government has introduced mandatory changes from November 1 through February 28:
- Work From Home: Government and private offices must reduce their physical in-office workforce by 50%, with half the staff working remotely. Essential services like hospitals, water supply, and power are exempt.
- Staggered Timings: Offices under the Municipal Corporation of Delhi (MCD) will operate from 8:30 AM to 5:00 PM, while Delhi Government (GNCTD) offices will function from 10:00 AM to 6:30 PM.
- Doubled Parking Fees: Parking charges at all authorised municipal parking lots will double starting November 1 to discourage private vehicle usage (excluding DMRC-managed facilities).
Phased Construction Bans and Hotspot Management
Dust control remains key to the winter plan. Demolition and outdoor construction will be banned from November 1 to January 31, followed by a total ban across Delhi from December 10 to January 20.
Out of 62 identified pollution hotspots, district magistrates have already brought 42 under control, while aggressive cleanup continues for the rest.
With strong cross-agency coordination between central and state officials, Delhi’s 2026 winter strategy shifts the focus from reactive emergency responses to continuous, preventive climate governance.
