The Government of India has recently constituted a high-level committee under the chairmanship of Justice Prakash Prabhakar Navalekar to study the causes of demographic change, investigate and solve illegal migration. This committee is assessing the impacts on national security and social balance. Additionally, the following are the main steps taken by the government to avail the demographic dividend. Skill India Mission and Pradhan Mantri Kaushal Vikas Yojana are being run to train DC youth. Employment and entrepreneurship and self-employment are being promoted through Mudra Yojana. The Central Government has constituted a high level committee on demographic change. Union Home Minister Amit Shah announced this on Tuesday (26 May 2026). Union Home Minister Amit Shah posted on the social media platform ‘X’ and said that due to infiltration and other reasons, it is a big challenge for the present and future of any nation. To deal with this challenge, on August 15, 2025, Prime Minister Narendra Modi had announced the formation of a ‘High Level Committee’ on Demographic Change. Home Minister Amit Shah posted on X and wrote, ‘I am happy to inform that the government has constituted this committee. In this committee headed by Justice Prakash Prabhakar Navalekar (retired), Census Commissioner along with Durga Shankar Mishra (retired IAS), Balaji Srivastava (retired IPS) and Dr. Shamika Ravi will be the members of the committee. Joint Secretary (Foreigners-I), Ministry of Home Affairs, will be the member secretary of this committee.

You may remember that PM Modi had said on 15 August 2025 that India will launch a demographic mission to deal with illegal immigration. He warned the people about a deliberate conspiracy to change the demography of the country through illegal infiltration and said that no nation can tolerate infiltrators, as he announced a high-level demographic mission to deal with this problem. He had said that today I want to warn about a concern, a challenge before the country.

The demography of the country is being changed as part of a conspiracy and a well-planned conspiracy. A new crisis is being sown in the midst of this and these infiltrators are snatching away the livelihood of the youth of my country. These infiltrators are targeting the sisters and daughters of my country, this will not be tolerated. These infiltrators are misleading the innocent tribals and occupying their lands. This country will not tolerate and hence my dear countrymen, when there is a change in demography, there is a change in demography in the border areas, then there is a threat to national security.

This creates a crisis for the unity, integrity and progress of the country. It sows the seeds of social tension and no country can hand over its country to infiltrators. If no country in the world can do it, then how can we India do it? Our ancestors have got freedom through sacrifice and renunciation. It is our duty towards those great men who gave us independent India that we should not accept such activities in our country, it will be a true tribute to them and hence today I want to call the Red Fort as the ramparts.

We have decided to launch a high power demography mission. This mission, through this mission, will definitely do its work in a well-intentioned manner in the stipulated time to solve the dire crisis that is looming over India, we are moving in that direction. In 1991, the Hindu population increased to 81 percent and the Muslim population to 12.2 percent. In 2011, the Hindu population increased to 79 percent and the Muslim population to 14.2 percent. The Muslim population has increased by 24.6 percent, while the Hindu population has decreased by 4.5 percent. He said that the tribal population in Santhal Pargana region was 36% in 2000, which has now come down to 26%. He asked, ‘Where have these tribals gone?’ Since 2014, more than 8,500 infiltration attempts have been detected on India’s borders, while more than 20,000 infiltrators have been arrested.

There are different approaches to demographic change in India at the level of security, economics and policy making. The central government and a section of security analysts consider it a serious challenge to national security and social balance, while economists and demographers see it as an economic challenge linked to falling fertility rates and aging population.
