Don't worry about missing names in Delhi SIR, 47.56 lakh voters got a chance to join again.

Lakhs of voters who were left out of the draft voter list during the Special Intensive Revision (SIR) process in Delhi are going to get another chance to get their names included in the final voter list. Delhi Election Commission will issue fresh enumeration forms to all 47.56 lakh voters left out of the draft voter list published on August 31. Officials gave this information on Friday. According to the Chief Electoral Officer (CEO) of Delhi, voters who were marked as Absent, Shifted, Dead and Duplicate i.e. ASDD categories during the SIR process will be given new forms. Its objective is to give such voters an opportunity to prove their eligibility and get their names included in the voter list.

Voters placed in ASDD category will get a chance

During the verification of voter list during SIR, many such names were revealed which were kept in ASDD category due to various reasons. These include voters who were not found at the prescribed address, moved to another place, who had died or whose names were found registered more than once. Now the Election Commission will issue new enumeration forms to all these 47.56 lakh voters, so that eligible voters can complete the process of getting their names included in the list with the necessary information and documents.

According to the Chief Electoral Officer (CEO) of Delhi, voters whose enumeration forms were issued between June and August 17, but whose names were not included in the draft voter list due to being marked in the Absent, Shifted, Dead and Duplicate i.e. ASDD category, will be given a second chance.

Relief to voters who have changed their house in Delhi

This process will also include such voters who have changed their residence within Delhi, but on the basis of the new address their name could not be included in the draft voter list. According to officials, such voters will not need to fill Form-8. They can get the new enumeration form by contacting the Election Registration Officer (ERO) of their assembly constituency.

Form can also be sent through WhatsApp

Election officials said that for the convenience of voters, the enumeration form can also be sent through WhatsApp. Apart from this, voters can also fill the form online by visiting the official website of the Election Commission or ECINET app using their EPIC number i.e. Voter ID number. Giving an example, an official said that if a voter has shifted from Najafgarh to Kashmiri Gate and his name is not included in the draft voter list, he can contact the ERO of his new area and get the enumeration form.

Voters who did not shift to another place will also have to explain the reason.

The office of the Chief Electoral Officer (CEO) of Delhi has clarified that not only the voters who have shifted to another place, but also those voters who are living at their old address will have to submit the new enumeration form. However, such voters will have to state in the form why they were not able to submit the enumeration form during the first phase of SIR. At the same time, voters who have shifted to some other place within Delhi will also have to enter the information of their new address and the concerned assembly constituency while filling the new enumeration form. This will help the Election Commission to verify the new address of the voter and include the name in the voter list of the correct assembly constituency.

BLO will contact voters

According to a statement from the office of the Chief Electoral Officer (CEO), Delhi, Booth Level Officers (BLOs) will try to reach out and contact the voters left out of the draft voter list, so that they can get a chance to submit the enumeration form again. However, voters who have already submitted Form-6 for fresh enrollment during the SIR process will not be required to submit the enumeration form again or submit a separate statement. Their applications will be disposed of as per the clarification issued by the Election Commission on November 3.

Legal action will not be taken against those who fill Form-6

This step has been taken after the clarification from Delhi Election Commission which said that voters whose names were removed from the draft voter list during the SIR process can fill Form-6 to get their names added again. No legal action will be taken against them merely on the ground that their name was recorded in the earlier voter list. The CEO office clarified that no action will be taken against a voter under Section 31 of the Representation of the People Act, 1950 merely because his name was included in the previous voter list and he has submitted Form-6 for re-enrolment during or after the SIR process.

How many applications for Form 6, 7 and 8 have been received so far?

Under the SIR process in Delhi, election officials have received a large number of applications in different categories between August 31 and November 5. According to the Office of the Chief Electoral Officer (CEO), Delhi, 2,96,336 Form-6 applications have been received during this period. Apart from this, 28,853 applications of Form-7 have been received for removing names from the voter list and 1,10,184 applications of Form-8 for correction and amendment in name, address and other details have been received.

Names of 32.35 lakh voters included in the draft list

According to the CEO office, till November 4, notices related to 'no-mapping' and 'logical discrepancy' were issued to about 33.1 lakh voters. Out of these, names of 32,35,212 voters have been included in the draft voter list. In the remaining cases, action is being taken as per the prescribed procedure. It is worth noting that the deadline for the SIR process has already been extended in Delhi. The last date for filing claims and objections has been extended from October 30 to November 25.
