Due to the arbitrariness of Sushil Kumar Srivastava, ADO Panchayat (Assistant Development Officer) of Kaptanganj development block of Basti district, most of the Panchayat assistants posted at the Panchayat buildings built in all the Gram Panchayats are missing from duty, due to which most of the Panchayat buildings are hanging. Due to most of the Panchayat buildings being locked, the villagers have to make rounds till the block headquarters Kaptanganj. Instead of investigating the absence of duty from the Panchayat assistants posted at the Panchayat buildings built in the ADO Panchayat Gram Panchayats, they sit and rest in the AC room at the Block Headquarters Kaptanganj.
Let us tell you that on the instructions of the state government, Panchayat assistants have been appointed at the Panchayat buildings constructed in the Gram Panchayats. Panchayat assistants get an honorarium of Rs 6000 per month. The honorarium is paid from the Gram Panchayat fund through the village head and secretary. Computer systems and all other materials for the work of Panchayat assistants at Panchayat buildings have been purchased with government money. The main duty of the Panchayat Assistants is to sit at the Panchayat building every day from 10 am to 4 pm and make payment of the amount spent on development works in the Gram Panchayat through the computer system at the Panchayat building and apply online for all the certificates including income proof, caste certificate, residence certificate, death certificate, birth certificate and all the certificates are to be made available to the villagers in the Gram Panchayat by taking the fee fixed by the government so that the villagers get all the facilities in the Gram Panchayat itself without having to participate. One can get it easily by running and one does not have to make rounds of Block Headquarters Kaptanganj, but due to the arbitrariness of ADO Panchayat and Panchayat Assistants, the Gram Panchayat residents are not getting proper benefit of the facilities provided by the government and for small works they have to make rounds of Block Headquarters Kaptanganj again and again. Due to the negligence of ADO Panchayat Sushil Kumar Srivastava, the intentions of the state government are being thwarted. Now it remains to be seen what action is taken by the responsible officers against the Panchayat assistants missing from duty.
