Chief Secretary S.P. Two important high-level meetings were held on Wednesday under the chairmanship of Goyal. The first meeting reviewed the effective implementation of the safe re-use policy of treated water, while the second meeting focused on the progress of various public welfare schemes with all Divisional Commissioners and District Magistrates through video conferencing.
Emphasis on reusing treated water
The Chief Secretary directed all the departments to amend their bye-laws to include provisions for safe re-use of treated water and to prepare department-wise re-use plans. He stressed on GIS based mapping of all Sewage Treatment Plants (STP) and water use centres.
He directed to request the National Mission for Clean Ganga (NMCG) to prepare a city level reuse action plan for all the 17 municipal corporations of the state. Besides, a proposal was also made to constitute a high-powered committee, technical committee, district level reuse committee and dispute resolution committee at the state level.
Examples of successful use of treated water in various cities including Noida, Mathura, Kanpur, Prayagraj and Varanasi were presented in the meeting. The progress of utilization of treated water from STP for the proposed PM Mitra Textile Parks in Lucknow and Varanasi was also reviewed.
The Chief Secretary said that reliable supply of both quality and quantity of treated water should be ensured, so that the confidence of industrial and other users increases and water conservation is promoted.
Teacher cashless medical scheme from 26th July
In the review meeting held through video conferencing, the Chief Secretary said that the Chief Minister Teacher Cashless Medical Scheme will be formally launched by Chief Minister Yogi Adityanath in Agra on July 26. Along with this, district level programs will also be organized in all the districts.
He instructed the District Magistrates that maximum teachers of aided and self-financed colleges should be linked to the scheme and cashless cards should be distributed to at least 20 beneficiaries in each district.
Honorarium of census workers till 31st July
The Chief Secretary directed that the honorarium and training allowance of all the enumerators, supervisors and other personnel working in the first phase of Census-2027 should be compulsorily transferred to their accounts by 31st July.
Instructions on cow protection and fertilizer availability
While reviewing cow conservation in the meeting, instructions were given to transfer animals from cow shelters having less than 100 cows to bigger cow conservation centres. It was asked to ensure additional sheds, platforms, drainage and other necessary arrangements for the safety of cattle in flood affected areas.
The Chief Secretary directed the District Magistrates to ensure that adequate quantities of urea and phosphatic fertilizers are available at all the fertilizer centers in the state and that a situation of zero stock should not be created at any centre.
Focus on Kisan Credit Card and Scholarship
He directed to identify the deprived farmers and link them with Kisan Credit Card and to provide benefits of Mukhyamantri Yuva Yojana to the youth trained from rural self-employment training institutes.
In the review of the scholarship scheme, it was said that the master database will be locked till August 5. Therefore, details of all schools should be uploaded on the portal on time, so that no eligible student is deprived of scholarship.
Dr. Ambedkar Statue Development Scheme
The Chief Secretary directed all the District Magistrates to complete all the formalities including invitation of tender by 31 August 2026 under the Dr. Ambedkar Murti Sthal Vikas Yojana. He said that the conservation, beautification and development work of statues of social reformers and great men should be completed in a quality manner in every assembly constituency.
Additional Chief Secretaries, Principal Secretaries, Secretaries, Divisional Commissioners, District Magistrates and senior officers of National Clean Ganga Mission and other concerned departments of various departments were present in the meeting.
