Government is strict on construction works in Delhi, now responsibility is fixed from map to NOC

The government is preparing to change the way of working regarding the construction of government buildings and infrastructure related projects in Delhi. Now in government construction projects, instead of merely preparing maps or appointing technical consultants at different stages, expert architects and engineering consultants will be appointed at the very beginning. Under the new system, the responsibility of these experts will range from preparing the initial plan of the project to completing the construction work and handing over the finished building or project to the concerned department.

Only one team will handle the responsibility from planning to construction

This initiative of the government aims to reduce the problem of coordination at different stages of construction projects and ensure quality of work. Under this, architects and engineering consultants will be associated with the project designing, technical planning, construction monitoring and till final handover.

DSIIDC issued expression of interest

Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) has issued Expression of Interest (EOI) to include architects and engineering consultants in its panel. Under this, the services of selected experts can be availed in the projects of DSIIDC as well as in the construction and development works assigned by other departments of Delhi Government. Through this initiative, the government wants to prepare a panel of experts for construction projects of various departments, so that the services of experienced architects and engineering consultants can be availed as per the need.

Master plan will be prepared after studying the project site

Under the new system, the responsibility of consultants will not be limited only to preparing the plan of the building. They will first have to do a detailed study of the project site. This would include understanding the condition of the land, available space, location and the requirements of the concerned department. After assessing all these aspects, experts will prepare a master plan for the project. On this basis, further designing, technical planning and construction related work will be carried forward.

Along with architecture, structural and MEP will also have to be planned.

Under the new system, the responsibility of consultants will not be limited only to preparing architectural designs. They will also have to plan all aspects related to structural engineering and MEP (mechanical, electrical and plumbing). Apart from this, these experts will also be responsible for planning the interior design, furniture layout and landscaping as per the requirement of the project. That means, from the design of any government building or infrastructure project to the technical and internal arrangements related to it, the work will come under the purview of a single consultant team.

Site inspection will also have to be done during construction.

In the new system of the government, the role of consultants will not end after the construction starts. They have to remain associated with the project till the completion of the construction work and inspect the site from time to time. For this they will have to work in coordination with the contractors and the project management agency. You will also be given the responsibility of collecting quotations and analyzing their rates to know the market prices of various goods and materials used in construction.

Help will also be required in obtaining NOC and other approvals.

The responsibilities of the consultants will not end after the completion of the project. They will also have to assist in the process of obtaining Fire NOC, Occupancy Certificate and other necessary statutory approvals for the completed building or project. The government believes that by handing over the responsibility of the entire project to a single consultant agency, it will be easier to fix accountability. This will reduce delays and technical coordination problems at different stages. This will also help in improving the quality of construction work and completing the projects within the stipulated time.
