New Delhi: The 57th meeting of the Goods and Services Tax (GST) Council has been postponed by a day and will now be held on October 8, the GST Council Secretariat said in an official memorandum.
The meeting was earlier scheduled under the previous programme but has now been rescheduled to Thursday, October 8, from 11 am onwards at the Summit Room of Bharat Mandapam in New Delhi. The Secretariat cited “unavoidable circumstances” for the change in schedule.
The revised schedule was conveyed to members of the GST Council after receiving approval from the Revenue Secretary, who is also the ex-officio Secretary to the Council. The Secretariat has asked members to ensure that the updated schedule is communicated to the respective representatives.
GST Council meeting date changed
The GST Council’s 57th meeting had already undergone a change in its schedule earlier. The latest memorandum formally confirms October 8 as the new date.
The meeting will be chaired by the Union Finance Minister and will bring together representatives of states and Union Territories. The GST Council is the apex decision-making body for India’s goods and services tax framework and considers issues including tax rates, exemptions, compliance rules and other matters relating to GST administration.
The latest memorandum, however, does not specify the detailed agenda for the October 8 meeting. The Secretariat said proposals for consideration are generally circulated to Council members ahead of meetings.
Why the GST meeting is important
The rescheduled meeting comes at a time when the government and tax authorities are focusing on the implementation of recent GST reforms and improving compliance processes.
Earlier reports indicated that the Council could focus on process reforms under GST 2.0, rather than undertaking another broad-based round of GST rate cuts. Areas such as e-invoicing, input tax credit rules and implementation issues arising from recent rate rationalisation are expected to receive attention.
The previous GST rate rationalisation exercise had been a major focus of the Council, while several process-related reforms were expected to be discussed subsequently. The October meeting is therefore being closely watched by businesses, taxpayers and industry bodies.
Input tax credit proposals may be discussed
Among the matters that could come before the Council are proposals relating to input tax credit (ITC).
According to an earlier NDTV Profit report, the GST Council may consider allowing employers to claim ITC on GST paid on group health and life insurance premiums for employees. At present, employers generally pay 18% GST on such group insurance but cannot claim ITC on the tax in most cases.
The Council may also consider ITC relief for motor vehicles taken on lease, rent or hire, according to sources cited in the report.
These proposals, if approved, could reduce the effective tax burden for eligible businesses and simplify some aspects of GST treatment. However, they remain proposals until formally considered and approved by the Council.
No major GST rate changes expected
The latest expectations surrounding the meeting suggest that businesses should not necessarily anticipate another major round of GST rate reductions.
Earlier reports indicated that the Council was likely to concentrate on reviewing the implementation of the rate rationalisation undertaken over the previous year. The focus could instead be on resolving practical difficulties faced by taxpayers and improving the functioning of the GST system.
Finance Minister Nirmala Sitharaman had earlier indicated that process reforms under GST 2.0 would be an important area of discussion. These could include measures aimed at improving compliance, streamlining invoicing and addressing input tax credit-related issues.
For consumers, businesses and taxpayers, the absence of major rate changes would mean that the meeting could be more focused on administration and compliance than on immediate changes to the tax rates applicable to goods and services.
Previous schedule was issued in September
The GST Council Secretariat had communicated the previous meeting schedule through an office memorandum dated September 6, 2026.
The latest change means the Council will now meet nearly a month after that communication. The Secretariat expressed regret for the inconvenience caused by the alteration in schedule.
The rescheduling also follows an earlier postponement of the meeting. The 57th meeting had initially faced scheduling issues linked to the BRICS Summit in New Delhi, with preparations for the high-level international event affecting the timing of the Council meeting.
What to watch on October 8
The October 8 meeting will be closely monitored for decisions on GST process reforms, input tax credit provisions and other pending tax-related matters.
While the detailed agenda has not been disclosed in the latest rescheduling memorandum, proposals circulated to Council members could provide greater clarity before the meeting.
Any decision by the GST Council will be significant for businesses and taxpayers because changes to ITC rules, compliance procedures or other GST provisions can affect operating costs, tax administration and cash flows.
