Serious questions have now been raised regarding the application given by Jai Kumar son of Taulan, resident of village Mahugadhi of Halia area of development block, to get the birth certificate of his daughter Janvi Sharma made. According to the available letter, the baby girl was said to be born at home on March 9, 2021.
On the basis of which application was made for issuing birth certificate. After investigation of the case, it was clearly mentioned by the concerned Secretary that no such certificate was provided by Asha and Anganwadi, which could prove that the child was actually born at home in the Gram Panchayat area. In such a situation, it was said that it was not possible to issue a certificate on the basis of the said application.
But now the biggest question being raised among the villagers is that when after investigation the concerned secretary found it not possible to issue the certificate himself and the application was rejected due to lack of necessary evidence, then how was the birth certificate issued again in the same case? After all, on the orders of which officer was this certificate issued and at what stage was the earlier investigation report ignored? Was the investigation report wrong or was the certificate issued later without sufficient basis? This whole matter is raising serious questions on the administrative functioning.
Villagers say that in the same case, first refusal to issue certificate citing lack of evidence and then re-issuance of the same certificate is not a normal procedure but a matter of investigation. If the earlier investigation was correct then on what basis was the certificate issued, and if the subsequent issuance of the certificate was correct then why should questions not be raised on the investigation of those responsible for rejecting the first application?
The villagers have demanded an impartial and high-level investigation into the entire matter, saying that the entire process from issuing the certificate to its first cancellation and then re-issuance should be made public.
It should also be made clear on whose orders and by which officer or employee the certificate was issued. Villagers say that without fixing responsibility in the matter, mere paperwork will not solve the questions. Now the administration will have to give a clear answer on this entire issue, otherwise the questions being raised on transparency and accountability of departmental functioning will become even more serious.
