Important news for street vendors! MCD announced TVC election schedule, know the complete schedule

Municipal Corporation of Delhi (MCD) has released the schedule for the elections of Town Vending Committees (TVC). Under this, the election of 12 representatives from among the registered street vendors of the capital will be conducted on August 2, while the counting of votes and announcement of election results will take place on August 4. According to the schedule released by MCD, voting will be held from 8 am to 5 pm on August 2. Through elections, registered street vendors from different areas will select their representatives, which will ensure their participation in the Town Vending Committees. MCD has appealed to the eligible registered street vendors willing to contest the elections to file nomination as per the prescribed procedure. Interested candidates can collect the nomination form from their respective zonal office and submit the same to the concerned Deputy Commissioner (Zone)-cum-Returning Officer within the prescribed time limit.

Nomination process will start from July 3

According to MCD, the nomination process for the respective elections will start from July 3 and will continue till July 10. After this, the nomination papers will be scrutinized on July 11 and the objections received will be resolved. Candidates will be able to withdraw their nominations till July 13, while the list of final candidates will also be released on the same day. MCD will prepare a separate voter list for voting. Only those registered street vendors who have a valid vending certificate (Certificate of Vending – CoV) will be eligible to vote. The corporation says that the purpose of this process is to keep the elections transparent, fair and limited to the participation of only authorized street vendors.

12 seats reserved for different categories

According to the MCD, the seats of 12 representatives to be elected in these elections have been reserved for different social classes. Among these, one seat each is earmarked for Scheduled Caste, Scheduled Caste (Women), Minority and Disabled Persons. Apart from this, two seats each have been reserved for Other Backward Class (OBC) and unreserved women category, three seats for unreserved category, and one seat for Other Backward Class (Women). There are a total of 250 wards in 12 zones of MCD. According to the rules, it is mandatory to form at least one committee for every eight wards. The civic body said that information related to polling stations will be displayed on the notice board of the returning officer appointed in the respective zonal office, so that all eligible voters can get the necessary information in time.

27 town vending committees will be formed across the city

According to the civic body, after these elections, around 27 town vending committees will be formed across the city. Each committee will consist of 12 elected street vendor representatives, who will represent the vendors. Apart from these, other members from different fields will also be included in the committees, which will include subject experts, representatives of Resident Welfare Associations (RWAs), representatives of market associations and members of Voluntary Organizations (NGOs). The civic body says this multi-stakeholder structure aims to ensure a balanced, transparent and participatory decision-making process on issues related to street vending.

Welcome the increasing participation of women vendors

MCD said that these elections are being conducted under the provisions of ‘Delhi Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014’ and ‘Delhi Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2017’. Their objective is to provide democratic representation to street vendors and make the vending system more transparent and systematic.

The National Association of Street Vendors of India (NASVI) welcomed the initiative, calling it an important step towards strengthening the democratic process under the Street Vendors Act, 2014. The organization especially welcomed the increased reservation for women vendors, saying it would make the election process more inclusive and representative. NASVI national coordinator Arvind Singh said no street vendor should be forced to choose between their livelihood and democratic rights. He urged the MCD to set up polling stations at such places where all the vendors can easily reach, so that the elections can be conducted with complete transparency, fairness and maximum participation.
