Bureau Prayagraj. A detailed review of the law and order and security arrangements in view of the upcoming festivals was done by the Police Commissioner, Commissionerate Prayagraj in Triveni Auditorium located at Reserve Police Line Prayagraj. The seminar was participated by all the gazetted officers and concerned branch in-charges of Commissionerate Prayagraj and all the inspectors in-charge / police station heads joined the seminar through Google Meet. Police Commissioner Piyush Mordia, while reviewing the proceedings related to traffic system, police management in flood affected areas, public hearing, women safety, e-evidence, pending investigations and crime control, gave necessary guidelines to ensure peaceful and safe completion of other important occasions including the upcoming Rakshabandhan, Shri Krishna Janmashtami and Baravafat –
Regarding Baravafat and processions.
All inspectors in charge/incharges of police stations should themselves physically inspect the entire route of the processions in their respective police station areas and identify possible problems in advance and ensure their timely resolution.
Assistant Police Commissioner/Station Incharge should establish communication and coordination with the procession organisers, Anjuman committees and concerned responsible persons.
Police station in-charges should talk to tent vendors/rental DJs/loudspeaker operators of their respective areas so that the sound of loudspeakers used during festivals should not exceed the prescribed decibels.
•Adequate police arrangements should be ensured by keeping special vigilance in areas with mixed population, sensitive places and important points on the procession route.
A vigilant eye should be kept on the activities of anti-social and mischievous elements and no person should be given the opportunity to affect the harmonious environment.
Police pickets and adequate police force should be deployed on the procession route as per requirement and all the police personnel deployed on duty should be thoroughly briefed regarding their responsibilities.
• Effective monitoring should be ensured by pre-testing the functionality of CCTV cameras installed at important and sensitive places.
Police station in-charges should remain active in their respective areas and ensure that adverse/objectionable posters etc. are not put up anywhere.
Social media platforms should be continuously monitored. Legal action should be taken by taking immediate cognizance of posts/content that are misleading, objectionable or affecting the environment.
Security of markets and public places in view of Rakshabandhan
On the occasion of Rakshabandhan, deployment of adequate police force and effective patrolling should be ensured in major markets, commercial areas and crowded places.
Special vigilance should be taken to prevent chain snatching and other criminal incidents in markets and public places with high traffic of women.
Inspectors-in-charge/station chiefs should themselves supervise the security and traffic arrangements of major markets and important places in their respective areas.
• To ensure that traffic is not affected due to encroachment on roads and public routes, necessary action should be taken in coordination with the concerned departments.
Effective visibility of police should be ensured by increasing foot patrolling in markets, parks and other crowded public places.
The availability and quick response system of UP-112 should be kept effective and the related vehicles should be kept active and mobile as per requirement.
Regarding Shri Krishna Janmashtami
• On the occasion of Shri Krishna Janmashtami, all necessary security arrangements should be completed by timely inspecting the security arrangements of major temples, religious places and event venues.
•Adequate police force should be deployed at important religious places/traffic routes and the festival should be celebrated with cordiality/decency.
• By timely talking to the organizing committees and concerned responsible persons, proper coordination should be established regarding the time, route, possible crowd and security arrangements of the program.
•Organizers should be clearly informed about the necessary guidelines related to security and law and order.
Police arrangements in flood affected areas,
• Effective monitoring should be ensured by deploying police force as per requirement in flood affected and flood sensitive areas.
•Special attention should be paid to the safety of flood-affected citizens and people living in relief/shelter sites.
• During relief and rescue operations, law and order should be maintained by effectively coordinating with the concerned administrative departments.
• By ensuring effective police presence in flood affected areas, immediate assistance should be provided to citizens when needed.
transportation system
• Inspector-in-charge/SHO will ensure that unauthorized hooter/siren is not installed on any private vehicle. In this regard, they should contact the suppliers of car accessories located in their police station area to ensure that hooter/siren is not installed unauthorizedly on any private vehicle.
•Effective action should be ensured against unauthorized hooters/sirens and other illegal devices on vehicles.
• While ensuring verification of private bus and e-rickshaw drivers etc., the name and mobile number of the owner/driver should be mentioned on the e-rickshaw.
•The station in-charge will ensure that there is no illegal encroachment on the traffic routes in their police station area. Legal action should be taken as per rules against those who encroach by setting up shops on the road.
*Quality disposal of public hearing and complaints*
• Timely, impartial and quality disposal of public complaints received at the police station and office level should be ensured.
• Necessary action should be taken by taking prompt cognizance of complaints received through social media and other digital mediums.
• Complaints related to women and cases of crime against women should be resolved on the basis of sensitivity and priority.
• Regular review and effective monitoring of the works of Mission Shakti and Women Help Desk should be ensured.
•Passport verification, character verification and job/service related verification cases should not be kept pending unnecessarily and the verification process should be completed within the stipulated time period.
*Review of e-evidence and discussions*
• Necessary legal action should be taken as per the prescribed procedure and in a quality manner by the investigators/police officers who reach the spot.
•Special attention should be paid to the quality and prescribed procedure in videography/recording of the incident site and collection of digital evidence.
• Necessary actions and entries related to e-evidence should be completed in a timely manner.
• Investigations pending for 60 and 90 days should be reviewed on priority basis and action should be taken for their prompt and quality disposal.
• Necessary online/portal entries and uploading related to deliberations should be completed on time.
*Regarding crime control and verification of criminals*
• Necessary legal action should be ensured by running an effective campaign against the wanted and warranted accused.
•Continuous monitoring should be maintained on the activities of important/marked persons and anti-social elements from the point of view of crime and law and order.
•As per requirement, effective preventive action should be ensured against persons of criminal and anti-social tendencies.
• Regular verification of history sheeters should be done to keep updated information regarding their current activities and presence.
• Station in-charges should make foot patrolling, local information system and effective policing more active and strong in their respective areas.
*In view of the upcoming festivals, all the officers were directed by the Police Commissioner to complete all the preparations related to security and law and order in their respective areas on time and ensure their effective supervision. Special vigilance should be maintained at sensitive places and by establishing constant communication and coordination with the organisers, elite citizens and the general public, the upcoming festivals should be conducted safely in a peaceful, safe and harmonious environment.*
