India has once again been included in the annual list of major drug transit and illicit drug producing countries for the financial year 2027 released by the US State Department and the President's Office. Along with India, names of a total of 23 countries including China, Pakistan, Afghanistan and Mexico are included in this list. However, as soon as this official list was released, US President Donald Trump has openly praised the strict steps taken by the Indian government and Prime Minister Narendra Modi. Trump clearly said in a presidential determination (official proclamation) that he strongly welcomes India's strict action against illegal opium poppy cultivation and the efforts of the Modi government to strengthen the security of the pharmaceutical supply chain. Usually, when a country comes in such monitoring lists of America, it is seen as a diplomatic criticism, but this time the American attitude appeared to be just the opposite. The White House made it clear that India's inclusion in this list does not mean that the Indian government is lax against drugs or is not cooperating with America. After all, which step did Trump admire: Control of illegal opium cultivation and supply chain security? In his official statement, President Donald Trump especially praised two major steps of Prime Minister Narendra Modi. The first step is a major campaign conducted through satellite tracking and field operations on Illicit Opium Poppy Cultivation in sensitive areas of India's North-Eastern states, Madhya Pradesh, Rajasthan and Uttar Pradesh. The Indian government has, over the past few years, extensively destroyed illegal opium plantations and broken up smugglers' networks through drone surveillance. The second major aspect is related to 'Supply Chain Integrity' i.e. the security of the supply chain of legitimate drugs and chemical precursors. India is one of the world's largest pharmaceutical manufacturing and chemical processing powers. Often international syndicates try to divert legal chemicals to make synthetic drugs like fentanyl or heroin. The Trump administration appreciated that under the leadership of PM Modi, India has implemented strict digital tracking rules to monitor chemical precursors, making it almost impossible for smugglers to misuse Indian ports and chemical hubs. Along with this, under the 'United States-India Drug Policy Framework', security agencies of both the countries are sharing real-time data, which Trump praised. Why the name appears in the list: The puzzling truth about geographical location and business route. Under American law, every year the President has to identify the countries and submit the list to Congress through which large quantities of narcotics reach America or where they are produced. The Trump administration made it clear in its notification that the name of any country in this list is not a symbol of failure of its government. The main reasons behind this are the geographical location of that country, large global trade routes and huge logistics network. India is located right between the world's two largest opium and heroin producing regions—the 'Golden Crescent' (Iran, Afghanistan and Pakistan) and the 'Golden Triangle' (Myanmar, Laos and Thailand). Due to this geographical location, international drug cartels continuously try to use India as a natural transit route. The US administration acknowledged that India's name is on the list due to geographical circumstances and not due to lack of will as India's Navy, Narcotics Control Bureau (NCB), BSF and Coast Guard are making record level seizures at sea and borders. Sharp stance on China, message of strong partnership with India. Interestingly, while President Trump openly praised the efforts of India and PM Modi, he made very sharp attacks on the neighboring country China. Trump said China remains the world's largest producer of precursor chemicals used to make deadly synthetic drugs like fentanyl and methamphetamine. He warned Beijing that it should take strict steps to stop the illegal flow of these chemical substances and prosecute smugglers. Additionally, the US also created a separate blacklist of countries that have 'demonstrably failed' to comply with international drug control agreements. Afghanistan, Bolivia, Myanmar and Colombia have been placed in this failure category. India has been completely excluded from this category, which is proof that India's efforts are being recognized globally. India-US Strategic Relations and Global Anti-Narcotics Campaign In his proclamation, Trump stressed that his government is taking aggressive action against narco-terrorism and drug cartels. He said that due to tightened border security, there has been a decline in deaths due to drug overdose in America and American agencies are taking strict steps against drug syndicates globally. In such an environment, their strategic coordination with India has deepened. India's national security framework has adopted a 'zero tolerance' policy against drugs. The Home Ministry and central agencies have not only seized and destroyed narcotics worth thousands of crores of rupees within the country, but have also carried out joint intelligence operations with US and partner agencies in international waters. This public appreciation of India's efforts by the US is being seen as a major victory for Prime Minister Narendra Modi's strict law-enforcement policy and international diplomacy.
