Indore devolution scam: 356 accounts, 55 registries

In the name transfer scam of Indore Municipal Corporation, 356 property tax accounts were investigated between November 2025 and April 2026. Discrepancies were found in 55 registries, while the responsibility of any one person could not be fixed in the digital investigation.

Indore: The investigation into the devolution scam has now reached digital systems with property records. Between November 2025 and April 2026, mutation and ownership changes were reported in 356 accounts without proper application. In an investigation of more than 350 registries, discrepancies were found in 55. Despite two reports from MP-CERT, no single person who made changes in the system has been identified.

The investigation into the name transfer scam of Indore Municipal Corporation is now focused on which login and from which level the changes were made in the online system. Between November 2025 and April 2026, cases of mutation and change in ownership without formal application were reported in 356 property tax accounts. A committee of three additional commissioners had investigated these cases and confirmed the irregularities.

After this, action was taken against corporation employees and outsourced workers. Taking the investigation forward, registries of more than 350 properties were also examined on the basis of name transfer. According to Senior Registrar Amrish Naidu, the investigation revealed discrepancies in 55 registries, while some documents were found to be correct.

Investigation of property transactions after transfer of name

The investigation also revealed such cases in which new registries of the related properties were done after the name transfer in the corporation records. Some properties were further sold, some were given on lease and in some cases information about loans being taken against the property also came to light.

After this, the scope of investigation was not limited only to changes in the records of the corporation. Efforts are now being made to find out whether the irregularities in online transfer were used in actual property transactions or not. Besides, it is also a matter of investigation whether any person or party got financial benefit from such changes or not.

Responsibility could not be fixed even in MP-CERT investigation

The scam was investigated at two levels. One part examined the transfer of properties and revenue records, while the other part looked at the technical aspects of the changes in the online system.

The technical investigation examined firewalls, IP addresses, system logs, and login activities. Since the matter is related to cyber security, it was handed over to MP-CERT i.e. Madhya Pradesh Computer Emergency Response Team.

MP-CERT submitted two reports. However, it was not found possible to hold any single person directly responsible on the basis of available digital records. Now the investigation committee has recommended registering a cyber FIR and conducting a detailed investigation of the entire digital network.

The name transfer scam has also raised questions on the monitoring and record security system of the Municipal Corporation. Earlier, a case of fake bill scam of more than Rs 100 crore has come to light in the corporation. In this case, ED's Indore sub-zonal office has presented a prosecution complaint letter of more than 20 thousand pages against 32 accused in the special PMLA court.
