Months after launching a dedicated portal to identify families of terror victims and providing jobs to their next of kin across the Union Territory, the Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE) has now invited applications for MBBS seats reserved under the Central Pool, offering spouses and children of terrorism victims an opportunity to pursue medical education for the 2026-27 academic session.
As per Notification No. 191-BOPEE of 2026, dated September 11, 2026, the Board has invited offline applications to fill four MBBS seats earmarked across the country: one at A.N. Magadh Medical College, Gaya, Bihar; one at Grant Medical College, Mumbai, Maharashtra; and two at the private J.N.M. Medical College, Raipur, Chhattisgarh.
To be eligible, candidates must be permanent residents of Jammu and Kashmir and the spouse or child of a civilian killed or disabled in a terror-related incident. Applicants must have attained the age of 17 years by the time of admission, and selection will be made strictly on the basis of the rank secured in NEET-UG 2026, conducted by the National Testing Agency (NTA).
BOPEE has made it clear that submission of an application does not confer any automatic right to selection and that the J&K Union Territory’s reservation policy will govern the allotment of these Central Pool seats.
The Board has laid down a clear order of preference. Children who have lost both parents to terrorism will be considered first, followed by children of families whose sole breadwinner was killed by terrorists. Thereafter, preference will be given to dependents of victims who suffered permanent disabilities or serious injuries due to terror-related violence.
Applicants must furnish a domicile certificate, NEET scorecard, Class 12 marksheet and date-of-birth certificate. In addition, BOPEE has mandated the submission of an FIR, death certificate, post-mortem report and an affidavit—safeguards intended to prevent the benefit from being claimed by ineligible candidates.
Crucially, the certificate establishing the status of the deceased victim or sole breadwinner must be issued jointly by the SHO and the concerned hospital and countersigned by the SSP and Tehsildar of the area.
In 2022, authorities sought allocation of MBBS seats from Central Pool
The Union Home Ministry in 2022 had asked all States and Union Territories (UTs) to reserve some MBBS seats for spouses and children of terror victims.
According to a letter written by Rajeev Kumar, Under Secretary to the Government of India, all States and UTs were asked to facilitate the allocation of MBBS/BDS seats from the Central Pool for spouses and children of terror victims.
The letter stated that children whose parents had been killed by terrorists would be given first priority in the allocation of MBBS or BDS seats.
Children of families whose sole breadwinners had been killed by terrorists would be given second priority. The third priority would be given to wards of victims who had suffered permanent disabilities or serious injuries caused by terrorist operations.
The letter further stated that the Ministry was not conducting any examination in this regard and that selection would be made solely on the basis of marks obtained by students in NEET-UG 2022, subject to their possessing the requisite educational qualifications.
The State Governments and Union Territory Administrations were requested to give wide publicity to the scheme while inviting applications from eligible candidates for the allocation of MBBS/BDS seats from the Central Pool for spouses and children of terror victims.
