Liquor Ban: Liquor is completely banned in Bihar. You may recall that on the demand of women, then Bihar Chief Minister Nitish Kumar had imposed a complete ban on the sale of country liquor from April 1, 2016 and foreign liquor from April 5, 2026. The aim was to eradicate domestic violence and social evils. But it is claimed that this decision has failed to achieve its objective. What does BAI say?
Brewers Association of India is the apex body of beer brewing companies in India. These include companies such as AB InBev, Carlsberg and United Breweries. According to him, this decision has cost the Bihar government more than Rs 60,000 crore in the last 10 years. Not only this, during this period more than 11 lakh 30 thousand cases were registered and more than 17 lakh people were arrested under the Prohibition Act. Reports of illegal liquor seizures continue to emerge.
The rise of the illegal and underground economy
The report states that alcohol prohibition in Bihar has not eliminated alcohol. Rather, it pushed it out of the legal and regulated market into the illegal and underground economy. “Alcohol didn’t disappear, it just went out of government control,” he says. According to BAI, despite having one of the strictest prohibition laws in the country, the supply of liquor continues unabated in Bihar through smuggling networks operating across state borders.
A loss of ₹60,000 crore
Stating that the economic impact of prohibition was “extremely severe”, the Bihar government has suffered a loss of approximately ₹60,000 crore in excise revenue over the past ten years, according to BAI’s estimates. In addition, hotels, tourism, logistics, transportation and allied industries have also suffered huge economic losses.
