Big decision of Delhi government, 23 new services included in the scope of time bound delivery law

Delhi government has taken a big step to further improve citizen services. The government has included 23 new services under the Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011. Now it will be mandatory to complete the work related to these services within the stipulated time limit. Chief Minister Rekha Gupta said that this decision will directly benefit the common citizens as well as people associated with industry, trade, hotel, tourism, construction and service sectors. The Chief Minister said that the time bound service delivery system will bring transparency in administration and the citizens of Delhi will be able to get more effective and convenient government services.

Chief Minister Rekha Gupta said that the aim of the government is to provide essential services to citizens and businessmen within the stipulated time limit. The Chief Minister said that emphasis will now be laid on issuing important permissions, licenses, registrations and No Objection Certificates (NOC) from different departments within the stipulated time limit. This will help in reducing unnecessary delays in government processes. He said that with the implementation of time bound service system, people will get relief from the problem of repeatedly visiting government offices for their work. Besides this, accountability of the departments will also be fixed.

Time limits have been set for permissions, licenses and registrations of different departments in the 23 new services included within the scope of the Delhi Right of Citizens to Time Bound Delivery of Services Act, 2011. According to the new system, the work of approval of the factory plan in the Labor Department will have to be completed within 15 days. At the same time, a target has been set to complete the registration process under the Shops and Establishment Act in just one day. Apart from this, sewerage connection will be provided by Delhi Jal Board within 15 days. At the same time, permission for film shooting will also be issued by DTTDC in 15 days.

According to the new system, a time limit of 60 days has been fixed to complete the process of applications and connection agreements related to electricity meters. This will help in reducing delays in works related to electricity services. Apart from this, a time limit of 45 days has been set to complete the process of registration of weighing and measuring instruments used in shops, industries and commercial establishments. At the same time, the necessary authorization (permission proof) for activities related to battery recycling will also have to be issued within 15 days.

According to the new system, registration of water sports and adventure sports operators in municipal corporation related services and consent to operate amusement park will be given within 60 days. At the same time, NOC of the local body for state license for food business will also be issued in 60 days. Apart from this, a time limit of 60 days has also been set for issuing hotel registration or operating permission and slaughterhouse license. A provision has been made to give permission for installation of mobile towers within 30 days. The government has also included facilities related to construction sector in time bound service. Now approval for storage of construction material will be provided in just one day. In the services related to the Agriculture Department, a time limit of 21 days has been set to complete the process of pesticide control operation license, sales registration and seed license. Under the Excise Department, the bar license will be issued in 30 days. Apart from this, a time limit of 42 days has been set for brand/label registration of IMFL category and brand/label registration of FL category.

Builder registration will be done in 30 days

According to the new arrangement, the applications for permission related to cutting of trees under the Delhi Preservation of Trees Act, 1994 will be decided by the Forest and Wildlife Department within 60 days. At the same time, permission for road cutting and other related works will have to be granted by PWD within 45 days. Apart from this, services related to real estate sector have also been included in the time bound system. The process of builder registration and real estate agent registration under RERA will be completed within 30 days each. The Chief Minister said that this system will empower the citizens towards their rights and make the government machinery more accountable. The aim of the government is to create such an administrative system in which citizens and entrepreneurs get services on time, transparency is maintained in the processes and development works are accelerated. He said that time bound service delivery will also help in creating a better environment for business and investment in Delhi.
