New Delhi, October 19, 2026 – Don't be one sided, review your algorithm The Central Government has now raised questions on Meta, the company that operates Facebook and Instagram, not only on removing and monitoring the content, but also on the algorithm working behind it. The Ministry of Electronics and Information Technology (MeitY) has clearly told Meta that users on its platform should not be continuously exposed to the same narrative, one-sided information or misleading content.
The government has warned that if recommendation systems excessively promote a particular type of content, it could lead to confusion, fear and public order problems.
The Government has expressed concern that sometimes videos, images and graphics related to public events, law and order matters or sensitive situations reach a large number of people without adequate context. If the algorithm repeatedly pushes such content, it can spread confusion and apprehension among people.
It has been said in the advisory that there is a need to show extra vigilance during incidents related to public order and law and order. The Ministry has particularly expressed concern over old photographs and videos being presented as new incidents, edited visuals, unsupported claims regarding emergency restrictions or police action and audio-video content without adequate context. The government believes that if such material spreads quickly, its impact can be seen in the real world also.
New system should be developed: Ministry
MeitY has also asked Meta to develop a robust system that can identify posts and content that are getting unusually high reach through the algorithm. The Ministry wishes that such material is reviewed timely and escalated to higher levels if necessary, especially when it poses a risk of widespread confusion, violence or breach of public peace.
This advisory comes amid a larger ongoing discussion regarding the responsibility of social media platforms. Now the discussion is not only limited to what content is available on the platform, but also about which content is ultimately being delivered to millions of people and why.
In this advisory issued under the Information Technology Act, 2000 and IT Rules, 2021, Meta has been asked to ensure that misleading, manipulated or out-of-context content does not get more promotion than necessary. Along with this, complete context should also be provided with pictures and videos related to public events, so that users can better understand their date, place and actual conditions.
However, the government has also clarified that its intention is not to stop legal expression or public discussion. The ministry has asked Meta to strengthen its existing security and moderation systems, but while doing so, it should not unnecessarily restrict legal and democratic dialogue. It has been said in the advisory that this step has been taken to promote responsible information dissemination as well as to maintain respect for legal freedom of expression.
MeitY has directed Meta to take necessary steps with immediate effect and provide information regarding compliance to the ministry. However, the advisory does not mention any specific post, incident or content and does not specify what changes Meta will make to its algorithmic system.
