Monsoon session: Government introduced bill against paper leak in Lok Sabha, opposition’s uproar continues

New Delhi, 27 July. The first week of the monsoon session of Parliament has been marred by tremendous uproar by the opposition and on Monday, the first day of the second week, a similar scene was seen in both the houses. Presently, amidst the uproar, the government introduced a bill against paper leaks in the Lok Sabha. However, discussion and voting on this is still pending.

Proceedings of both houses adjourned till 2 pm

But amid loud sloganeering and uproar from the opposition, the proceedings of both the houses were adjourned till 2 pm. Earlier, the opposition had demanded that they will not talk on any issue until Dharmendra Pradhan resigns from the post of Education Minister.

Dharmendra Pradhan had resigned from the post of Education Minister on Saturday.

It is noteworthy that Dharmendra Pradhan resigned from his post last Saturday amidst the agitation of Cockroach Janata Party (CJP) on the paper leak issue, whereas after the government accepted all the demands, CJP ended the ongoing protest at Jantar Mantar for the last one month. In continuation of reforms in the examination process, Prime Minister Narendra Modi also announced the formation of a high power committee on Sunday evening.

Jitendra Singh introduced the Public Examination (Prevention of Unfair Means) Amendment Bill.2026 Presented

Jitendra Singh, Minister of State in the Prime Minister’s Office, introduced the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 amid uproar by opposition members in the House. At the same time, the opposition members were creating ruckus in Delhi on July 20, demanding accountability on the police action against the protesting students and answers from Home Minister Amit Shah.

This is the provision in the bill

According to the copy of the bill circulated to Lok Sabha members, persons found guilty of leaking question papers or using unfair means in examinations can be punished with imprisonment of not less than five years and not more than 10 years and a fine of up to Rs 50 lakh.

Investigation will have to be completed in 2 months

Under the proposed amendments, all investigations will have to be completed within two months. The Bill also proposes to direct states and union territories to set up fast track courts. These courts will complete the trial proceedings within three months of the filing of the charge sheet.
