New Delhi. Amidst the ongoing hearing regarding paper leak and security arrangements in NEET-UG examination, the Supreme Court has indicated to test the preparations of NTA on the ground. On Friday, a bench of Justices PS Narasimha and Alok Aradhe said that she can visit the new permanent office of the National Testing Agency. Its purpose is to see how the system designed to keep the examination safe is actually working.

During the hearing in the court, there was also discussion about the new office of NTA and the human resources available there. The court emphasized that the structure of the institution conducting the examination should be permanent and there should be adequate number of regular employees. The court indicated that it is not enough to just give information about the reform on paper, but the effect of the change should be visible in the system.
Information also sought on Nilekani Committee report
On behalf of the Centre, Solicitor General Tushar Mehta said that the High Power Task Force headed by Nandan Nilekani has held detailed discussions on improving the examination system. The committee appointed former ISRO chief K. Suggestions have also been taken from the members of the committee headed by Radhakrishnan. The Center said that the first interim report of the committee is likely to come by the end of September.
The Supreme Court has asked to present the details of the progress of reforms through an affidavit. Besides, NTA has also been instructed to make available the information about the changes made so far and further preparations on its website.

Questions raised on the structure of NTA in petitions
The case is being heard on the petitions of other parties including United Doctors Front (UDF) and Federation of All India Medical Associations (FAIMA). The petitions have demanded major changes in the existing system of NTA, strong security mechanism to prevent paper leaks and steps related to monitoring of the examination process.
Earlier, in the hearing on August 19, the Center had presented its stand before the court, describing the security arrangements for the exam question papers as strong. Now the court's emphasis is that the proposed reforms should not be limited to just reports and claims, but their actual implementation should also be visible in the examination system.
