Delhi Winter Action Plan 2026: Entry of non-BS6 vehicles closed, parking fees doubled and PUCC will be mandatory.

CM Rekha On Delhi Pollution Control Plan: Air pollution reaches severe levels every year during winter in Delhi. To deal with this challenge, the Delhi government led by Chief Minister Rekha Gupta has announced the Winter Action Plan 2026 ahead of time. The government aims to control pollution levels from November to February and provide clean air to the citizens.

While giving information about winter air quality management system on Friday, Chief Minister Rekha Gupta said that now control measures will be implemented not after the increase in pollution, but by making preparations in advance. This will provide adequate time to the concerned departments and the common people.

Ban on entry of non-BS6 commercial vehicles

According to the new order of the government, there will be a ban on entry of non-BS6 commercial vehicles registered outside Delhi into the capital from November 1, 2026 to January 31, 2027. The move aims to reduce vehicular pollution.

Petrol will not be available without PUCC

To curb vehicle pollution, fuel will be made available at Delhi’s petrol pumps only to those vehicles which have a valid Pollution Under Control Certificate (PUCC). This will make it easier to identify and control polluting vehicles.

Parking fee will double

To reduce the use of private vehicles, the Delhi government has decided to double the parking charges at authorized parking spots from 1 November 2026 to 28 February 2027. The government believes that this will make people use public transport more. To reduce traffic and pollution during winter, a system of starting work at different times will be implemented in government and private offices. Work from home facility can also be provided to employees as per need.

Strict monitoring of construction works

To control dust pollution, it will be mandatory to follow environmental standards at construction sites from November 1 to January 31. Anti-smog guns and mist suppression systems will have to be used in big projects. In view of the severe pollution situation between December 10, 2026 and January 20, 2027, additional restrictions may also be imposed on some construction activities.

Action against those who burn open fire

The government will monitor with the help of drones and field teams to prevent pollution caused by burning of garbage, dry leaves and other materials. Heavy fines will be imposed on those who violate the rules. The government has also appealed to RWAs and institutions to ensure safe heating arrangements for the employees.

Chief Minister Rekha Gupta said that participation of citizens, RWAs, industries and business institutions along with the government is necessary in the fight against pollution. The government hopes that these measures will reduce pollution levels in winter and people will get relief from health related problems.
