Now attendance will be done through face in UP, order issued for employees
Lucknow. The Uttar Pradesh government is going to take a big step towards making the attendance system of employees working in Gram Panchayat Secretariats more transparent, accountable and technology based. Panchayati Raj Department has started preparations to record the attendance of employees through facial recognition technology. For this, instructions have been issued to all the districts to complete the necessary arrangements on time.
Desktops and webcams will be activated in secretariats
Under the new system, the desktop computers, internet connections and webcams already available in every Gram Panchayat Secretariat will be made fully functional. The department has directed the officials to check all the equipment within the stipulated time and make them ready for use, so that the attendance of the employees can be recorded through digital medium.
Attendance will be determined through facial recognition
After the implementation of the new system, employees will scan their faces in front of the webcam installed in the secretariat. After successful identification their attendance will be automatically recorded. The purpose of this system is to ensure that only the concerned employee can record the attendance and the possibility of any kind of irregularity or fake attendance is eliminated.
Officials will monitor online
The attendance recorded through facial recognition system will be monitored by the District Panchayat Raj Officer and the concerned Assistant Development Officer (Panchayat) through online dashboard. This will make it easier to monitor the attendance status of employees every day. If an employee remains absent without permission or does not mark attendance as per the prescribed procedure, departmental action can be taken against him.
Mobile based system will also continue
The department has clarified that at present the mobile based attendance system will not be abolished. Alternative arrangements will continue for those Panchayat assistants who do not have mobile available or due to technical reasons it is not possible to register attendance through mobile. With this, no employee will have to face problems due to technical difficulties.
First there will be testing, then the system will be implemented in the entire state
Before implementing the new technology, it will be tested in selected Gram Panchayat Secretariats till July 10. System functionality, technical issues and ease of use will be assessed during the testing period. If the test is successful, then facial recognition based attendance system will be implemented in Gram Panchayat Secretariats across the state.
