- Congress started efforts to present proposals in both the houses
New Delhi, September 24, 2026 – impeachment motion against the CEC Opposition forces are preparing to bring impeachment motion against Chief Election Commissioner (CEC) Gyanesh Kumar in both houses of the Parliament. Congress has started contacting other opposition parties on this issue. According to Congress sources, notice of this proposal will be presented in Parliament within the next two weeks. INDI alliance i.e. opposition parties have started preparations for this.
Allegation of irregularities in SIR issue
This new development has come to light amid the growing controversy between the opposition and the Election Commission regarding the functioning of the Election Commission and the special intensive re-examination (SIR) of the voter list. Recently, a media report claimed that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had lodged objections to some decisions and procedures of the Commission several times in the last 10 months.
Notice was issued earlier also for removal of Gyanesh Kumar
Opposition forces have demanded strict action against CEC Gyanesh Kumar on the basis of this report. According to the information, the opposition parties had earlier also given notice to remove Gyanesh Kumar from the post. In April 2026, a notice of removal was given by the opposition MPs in the Rajya Sabha, which was found to have the signatures of 73 MPs.
Preparation to present a fresh proposal in both houses
Now Congress is preparing to bring a new proposal in both the houses of the Parliament by keeping all the opposition parties together. However, getting the necessary numbers and support in Parliament to pass this proposal will be a separate constitutional process.
The procedure laid down in Parliament has to be followed
It is noteworthy that the process of removing the Chief Election Commissioner from office has been prescribed under Article 324 (5) of the Constitution. For this, a complex procedure decided in the Parliament has to be followed. At present, the entire opposition has once again united against Chief Election Commissioner Gyanesh Kumar.
Election Commission gave clarification
The report of 'Indian Express' had claimed that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had expressed disagreement on several issues including addition and deletion of names during 'SIR' of voter list across the country. However, the Election Commission has clarified that having different opinions during internal deliberations is a part of the normal process and all the decisions of the Commission have been taken in accordance with the established legal procedures.
