New Delhi:The North District Police has started cracking down on foreign nationals living in the capital without valid documents or expired visas. In a special combing operation conducted to check the identity documents and immigration status of foreign nationals, the police took action at different places and took a total of 13 foreign nationals under investigation. During investigation, visas of many foreign nationals were found to have expired, while some could not produce valid passports or visa related documents. The police have started the immigration process in all cases as per rules.
North District DCP Niharika Bhatt said that the purpose of this special campaign was to identify the foreign nationals living in North District and verify their documents and to collect information about such people who are living in India without valid immigration status. During the campaign, such foreign nationals were also identified against whom criminal cases are pending in the courts.
Two teams took charge
On the instructions of DCP Niharika Bhatt, two special teams were formed for the operation. The first team was supervised by ACP Burari Shashi Kant Gaur, while it was led by Inspector Girish Chandra Raturi SHO Police Station Burari. The team included head constables Kamlesh, Ankit and constable Nishant. The second team was supervised by ACP Operations North Vishesh Dhattarwal. The team was led by Inspector Rohit Saraswat Special Staff and SI Pradeep Katoch, Foreign Cell. Policemen from related units including HC Bal Kishan, Special Staff participated in the operation.
Three Nigerian citizens found in Baba Colony
The police team conducted an intensive search and verification operation in Police Station Burari area on 7 September 2026. During this time, three Nigerian citizens, Victory Isimah, Godpower Ikechukwu and Aliyu Ceesay, were found in Baba Colony. During investigation, Victory Isimah produced her passport, but her visa was found to be expired. Whereas Godpower Ikechukwu and Aliyu Cissay could not produce valid identity or documents related to residence in India. Police initiated necessary action against the three and produced them before FRRO Delhi. Following the order of FRRO, the movement of all three was restricted and they were sent to the Restriction Center located at Seva Sadan, Lampur, Narela where further immigration process is being done in their respect.
Early morning raid from Chandan Vihar to Maurya Enclave
After this, in the early hours of 16 September 2026, a joint team of Special Staff, Foreign Cell and Anti-Narcotics Cell of North District Police conducted a simultaneous investigation operation at the identified locations in Chandan Vihar, Pragati Enclave and Maurya Enclave Burari. Police had received information about alleged unauthorized migration and visa overstay of foreign nationals in these areas. The team first gathered intelligence at the field level and took action after identifying the relevant locations. A total of 10 foreign nationals from Ghana, Nigeria, Ivory Coast, Uganda and Cameroon were found during the operation. The police carefully examined their passports, visas, identity cards and immigration status. During investigation, visas of four foreign nationals were found expired, while two others could not produce valid passports or visa related documents.
Immigration action started on these six
The investigation found that Ghana's Ann Favorite Michael's visa expired on August 13, 2023, Ivory Coast's Alice Dzonba's visa expired on January 5, 2018, Nigeria's Ebuh Happiness' visa expired on August 18, 2026 and Nigeria's Godstime Ikechukwu Chukwuma's visa expired on October 12, 2019. Whereas Nigerian citizens Costa Abraham and Raymond Maduka AJ could not present valid passport or visa related documents. After all necessary formalities and medical examination, these six foreign nationals were produced before the FRRO. As per the order and procedure of the competent authority, they were sent to the Restriction Centers located at Lampur and Sarai Rohilla for further action. Where applicable, the process of deportation will also proceed as per the rules.
Cases pending in court against three foreign nationals
During the investigation, the police also got information about criminal cases pending in courts against three foreign nationals. These include Ndagire Mizzi of Uganda, who is involved in the DRI-SC/399/2022 case, Emmanuel Owusu Nsiyah of Ghana, against whom a case of FIR No. 28/2024, Police Station Special Cell is pending, and Nigerian citizen Sunday Chikaji, against whom a case of FIR No. 11/2022, Police Station Crime Branch is pending. Since these cases are being heard in the courts, all three were kept separate from the ongoing immigration proceedings. The visa of the fourth foreign national, Samuel Enou Abbot Manienov, who is a citizen of Cameroon, was found to be valid during the investigation. Therefore, he was also given relief from the current action.
13 foreign nationals under investigation
The verification of a total of 13 foreign nationals came to light in the action of North District Police. These include Ann Favorite Michael, Alice Dzonba, Ebuh Happiness, Godstime Ikechukwu Chukwuma, Costa Abraham, Raymond Maduka Eze, Ndagire Mizzi, Emmanuel Owusu Nsiah, Sunday Chikeji, Samuel Eno Abbott Manyenov, Victory Isimah, Godspower Ikechukwu and Aliyu Sissay. Some of them were found to have expired visas, some could not produce valid documents while some were found to have cases pending in courts. The police took separate action in the concerned cases as per the rules and orders of the competent authority.
From intelligence input to thorough examination of documents.
This operation of the North District Police was not just a surprise investigation, but the police teams took action after gathering information at the field level, identifying suspicious locations and verifying the living conditions of the foreign nationals. The operation involved close scrutiny of documents of foreign nationals and coordination with immigration officials. Police officials say that regular verification, checking of documents and coordination with immigration officials regarding foreign nationals will continue. North District Police has clarified that in cases of violation of immigration rules, action will be taken as per law and the process will be completed with all applicable legal safeguards.
