Involved in twin blasts in Jammu and Katra, and carrying a reward of Rs 10 lakh, Pakistan-based designated terrorist Mohammad Qasim alias ‘Sulliman’ has been directed to appear before a designated court in Jammu by August 21.
Jammu and Kashmir Police on Saturday executed a court proclamation against a Pakistan-based cross-border terrorist in Reasi district, directing him to appear before the designated court by August 21 in connection with the twin bomb blast cases in Katra and Narwal in 2022-23.
Police executed the proclamation under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) against wanted terrorist Mohammad Qasim alias ‘Sulliman’ alias ‘Salman’, a resident of Angralla village in Reasi, in compliance with the orders of the Third Additional Sessions Judge, Jammu, which is a designated court under the NIA Act, a police spokesman said.
He said the proclamation pertains to FIR No. 115/2022 registered at Mahore Police Station under Sections 13, 17, 18, 20, 38 and 39 of the Unlawful Activities (Prevention) Act (UAPA).
“The accused is a wanted cross-border terror handler involved in multiple UAPA cases, including the 2022-23 Katra and Narwal (Jammu) blast cases, and is believed to have crossed over to Pakistan,” the spokesman said.
A police team led by SDPO Mahore Parul Bhardwaj, in the presence of local representatives of Angralla village, visited the residence of the accused and executed the proclamation in accordance with the law. The court order was publicly read out, and his family members as well as local residents were informed about the directions issued by the court.
As per the proclamation issued under Section 84 of the BNSS, the accused has been directed to appear before the designated court on or before August 21, 2026. Failure to comply with the court’s directions within the stipulated period will invite further legal proceedings under Section 85 of the BNSS, as per law.
Police appealed to the general public to cooperate by sharing any credible information regarding the whereabouts of the accused with the nearest police station.
Qasim carrying Rs 10 lakh reward, accused of running terror module in Poonch-Rajouri
Qasim, who carries a Rs 10 lakh reward on his arrest, has been identified by police as the alleged mastermind of a terror module operating in the twin border districts of Rajouri and Poonch.
In April 2024, Jammu and Kashmir Police busted a module linked to the proscribed terror outfit Lashkar-e-Taiba (LeT) in Rajouri and Poonch, arresting three of seven identified members allegedly involved in receiving and distributing arms, ammunition, explosives, cash and narcotics dropped through drones from across the border.
Police subsequently issued a poster announcing a Rs 10 lakh reward for information leading to the arrest of the alleged mastermind, Mohammad Qasim alias Salman alias Sulliman of Mahore, Reasi, who is currently based in Pakistan.
Those arrested included Gulshan Naaz, wife of jailed alleged overground worker (OGW) Talib Shah, Imtiyaz Ahmed; and Abid Shah of the Budhal area. Police alleged that they were involved in receiving material dropped by Pakistani drones.
According to police, Qasim is an LeT leader and has been declared a designated terrorist by the government of India.
“Qasim is sending arms and explosive material, cash and narcotics, and is involved in networking in Rajouri and Poonch,” police had said.
Police have also accused him of involvement in the bus blast at Katra and the Narwal blast in Jammu, besides allegedly luring people, particularly youth, through VPN and PoIP-based networking.
The latest court proclamation is part of the ongoing legal action against the Pakistan-based terrorist and others accused of facilitating and orchestrating terror activities in Jammu and Kashmir.
