There was intense commotion in the Parliament complex on Monday regarding the public examinations (Paper Leak Bill). When the government brought a new amendment bill to stop paper leaks, its discussion started from political circles as well as among students. Most of the questions were raised on why Union Minister Jitendra Singh introduced this bill in the Lok Sabha instead of Pralhad Joshi, who was holding the charge of the Education Ministry.

Why did Jitendra Singh introduce the amendment bill? Paper Leak Bill
This law of the government is not limited only to NTA examinations like NEET, JEE and CUET. Its scope extends to Union Public Service Commission, Staff Selection Commission, Railway Recruitment, Banking and other central recruitment examinations. The work related to these examinations comes under the Department of Personnel and Training, the responsibility of which is being handled by Union Minister Dr. Jitendra Singh.
This is the reason why when the original Anti Paper Leak Bill was brought in the Parliament in the year 2024, it was also introduced by Dr. Jitendra Singh. Now he also introduced a bill to amend the same law in the House.
Prahlad Joshi had another important responsibility
Recently, after the resignation of Dharmendra Pradhan, Prahlad Joshi has been given additional charge of the Education Ministry. On the day the Amendment Bill was introduced, he was also responsible for the Question Hour and other parliamentary preparations related to the Education Ministry in the Lok Sabha. For this reason, the government entrusted the responsibility of presenting the bill to Dr. Jitendra Singh, because he was also responsible for the concerned department and the earlier law.

After the resignation of Dharmendra Pradhan, Prime Minister Narendra Modi gave the additional charge of the Education Ministry to Pralhad Joshi (Paper Leak Bill). After getting the new responsibility, Prahlad Joshi said that he will try his best to live up to the expectations of the Prime Minister and carry forward the ongoing reforms in the education sector.
Government also active on high power task force and fast track system
The government has taken several steps to increase strictness on incidents like paper leaks. The system of fast track courts has been started on the instructions of Prime Minister Narendra Modi. Besides, a High Power Task Force has also been formed under the chairmanship of Nandan Nilekani.
In this sequence, to prevent irregularities in public examinations, an amendment bill was introduced in the Lok Sabha. However, due to opposition, a detailed discussion on this could not proceed.
Proceedings kept getting postponed due to uproar
Dr. Jitendra Singh introduced the Prevention of Unfair Means in Public Examinations Amendment Bill 2026 in the Lok Sabha in the afternoon, but the opposition remained adamant on the demand of discussing other issues related to students first (Paper Leak Bill).
In view of the situation, the proceedings of the House had to be adjourned first till noon, then till 2 o’clock and later till 5 pm. Lok Sabha Speaker Om Birla also gave three hours to all the parties to reach a mutual consensus.
