To overcome the shortage of specialist doctors in the medical colleges of Himachal Pradesh, the government has made a major change in the recruitment process. Now the way has been cleared to appoint doctors who have done post graduation from Chandigarh-based Post Graduate Institute of Medical Education and Research (PGI) and Delhi-based All India Institute of Medical Sciences (AIIMS) without written examination and interview. The government has made a provision to appoint these doctors on the basis of educational merit by amending the Resident Doctors Policy-2025.
This decision is directly related to filling the vacant medical posts in the medical colleges of the state and strengthening the specialist services. The government believes that giving relaxation in the appointment process to doctors trained from reputed medical institutions can help in connecting qualified doctors to the medical colleges of the state. On the instructions of Chief Minister Sukhwinder Singh Sukhu, the Health and Medical Education Department has issued a notification in this regard. Under the amended provisions, eligible doctors can be appointed to the vacant posts of senior residents, tutors and specialist doctors. Selection will be based on the merit of marks obtained in MBBS and Post Graduation. For these posts, the concerned doctors will not have to go through the written examination or interview process.
Emphasis on removing the shortage of specialist doctors
Providing quality health services in a hilly state like Himachal has always been a big challenge. Given the geographical conditions, need for health facilities in remote areas and availability of specialist medical services, the role of medical colleges becomes important. In such a situation, filling the posts of senior residents, tutors and specialist doctors is important both in terms of medical education and treatment of patients. With this decision of the government, the appointment process is expected to become easier for eligible doctors doing PG from the respective institutions. However, its actual benefit will depend on how many vacancies are filled and how the services of the appointed doctors reach the patients.

Emphasis on modern facilities in medical education
The state government is also working on expanding modern medical facilities in medical colleges. According to the government, robotic surgery facility has been started in medical colleges and its benefits are being provided to patients at concessional rates. Apart from this, MRI three Tesla machines have been made available. The process of installing PET scan machines in medical colleges is also going on. A plan to spend Rs 3,000 crore in the health sector on the instructions of the Chief Minister is also mentioned. The objective of this investment is to strengthen the health infrastructure and provide modern treatment facilities to the patients in the state itself.

How will patients benefit from appointments?
Adequate availability of senior residents and specialist physicians can strengthen the diagnosis, treatment of patients in medical colleges and the operation of medical services in hospitals. At the same time, the appointments of tutors will also support the training and educational activities of medical students in medical colleges. However, simply simplifying the recruitment process will not be enough. It will also be necessary to fill the vacant posts in a time bound manner, ensure deployment of doctors and provide them better working conditions to serve the state for a long time.
The success of this decision of the government will ultimately be assessed on the basis of how much it increases the availability of specialist services in medical colleges and how much less patients need to go to other states for treatment.
On which posts can appointments be made?
– Senior Resident: Posts related to medical services and specialist training in medical colleges.
– Tutor: Posts related to medical education and training of students.
– Specialist Doctors: Vacant posts related to specialist services as per prescribed qualification and eligibility.
Appointment to these posts will be as per the provisions of the revised policy and prescribed eligibility.
What changed in the selection process?
Under the amended provision, eligible doctors doing PG from PGI Chandigarh and AIIMS Delhi have been exempted from written examination and interview. Their appointment will be done on the basis of merit of marks obtained in MBBS and Post Graduation. This provision is for the concerned eligible doctors. This should not be seen as the end of examinations and interviews in recruitment of all doctors.
Major initiatives mentioned by the government:
– Robotic surgery facility started in medical colleges.
– Claim of providing robotic surgery to patients at concessional rates.
– Availability of MRI three Tesla machines.
– The process of installing PET scan machines continues.
– Plan to spend Rs 3,000 crore in health sector.

Why is the decision important for Himachal?
The appointment of specialist doctors is expected to fill vacant posts in medical colleges, provide specialist services to patients and strengthen the training of medical students. However, its actual benefit will depend on the number of appointments, deployment of doctors and resources available in health institutions.
What questions will be kept in mind after the decision?
How many posts of specialist doctors are vacant in medical colleges?
– How many doctors will be appointed under the revised policy?
– When will the appointments process be completed?
– Will this provide access to specialist services in remote areas?
– Are sufficient trained doctors and technical staff available to operate modern machines or not?
The answers to these questions will clarify whether the benefits of the change in policy are limited to the appointment process only or it will also provide better medical services to the patients.
