PM Modi to address Lok Sabha on key bills in special session
Prime Minister Narendra Modi is scheduled to address the Lok Sabha at 3 pm on Thursday during a special parliamentary session, as the government prepares to introduce three significant bills.
The legislation includes proposals on women’s reservation and the redrawing of constituency boundaries. Law Minister Arjun Ram Meghwal from the BJP is expected to initiate the debate, with other party members such as Bansuri Swaraj, Raksha Khadse, Aparajita Sarangi, Kangana Ranaut, and Dharmshila Gupta also set to participate.
The three bills include a proposal to reserve seats for women in Lok Sabha elections starting from 2029 and a bill to redraw Lok Sabha constituency boundaries. The opposition has raised concerns, particularly regarding the plan to increase the number of Lok Sabha seats from 543 to as many as 850.
Law Minister Arjun Ram Meghwal will introduce the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, and the Delimitation Bill, 2026. Home Minister Amit Shah will present the Union Territories Laws (Amendment) Bill, 2026. The special parliamentary session runs from April 16 to 18 to pass the amendment linked to the Nari Shakti Vandan Adhiniyam.
Meghwal is also expected to move a proposal to suspend provisions of Rule 66 in the Lok Sabha. The motion seeks to “suspend the proviso to Rule 66 of the Rules of Procedure and Conduct of Business in Lok Sabha in its application to the motions for taking into consideration and passing of the Delimitation Bill, 2026 and the Union Territories Laws (Amendment) Bill, 2026 in as much as these are dependent upon the Constitution (One Hundred and Thirty-first Amendment) Bill, 2026.” This would enable the Women’s Reservation Amendment Bill and Delimitation Bill to be considered and passed together.
The government has been seeking support from opposition parties to pass the amendment bill, which aims to implement women’s reservation based on the 2011 Census in the 2029 Lok Sabha elections. Prime Minister Modi previously appealed to opposition parties to support the measure, stating, “This is the wish of every sister and daughter of this country, and we must fulfill it with unanimity,” at an event in Dehradun on Tuesday.
On Wednesday, opposition parties expressed support for the early implementation of women’s reservation but strongly opposed the Delimitation Bill.
