Preparation to regularize 1,511 illegal colonies in Delhi, MCD speeds up the process

There is news of relief for lakhs of people living in unauthorized colonies in Delhi. Preparations are being made to take forward the process of regularization of a total of 1,511 unauthorized colonies of the capital. In this direction, Municipal Corporation of Delhi (MCD) is preparing a new digital system. Under this, demo testing of ‘SWAGAM’ portal is going on, which will soon be integrated with the main online portal of the government. This portal will help in digitalizing the entire process, allowing documents, verification and other formalities of colonies to be managed on a single platform. According to officials, this is expected to make the regularization process more transparent and faster.

Under this project being run by Delhi Municipal Corporation, more than 50% drone survey has been completed in the colonies identified. Through these surveys, digital maps of colonies, road networks and data related to property boundaries are being prepared. This complete data will further be added to the ‘SWAGAM’ portal, making it easier for people to apply for regularization of their properties. According to officials, the aim of this system is to make the process transparent and fast. The special thing is that this portal has been designed keeping in mind the common citizens. In this, easy and simple language has been used like banking mobile app, so that people can use it easily even if they have less technical knowledge.

At present the portal is yet to be linked.

According to a senior official of Delhi Municipal Corporation, the work of connecting the ‘SWAGAM’ portal with the main government system is currently underway. Recently its demo was also done, in which special emphasis was laid on simplifying the language so that common citizens can easily understand the application process, the situation and rules of their area. Officials have also clarified that the regularization process will not be limited to application only, but a number of fees and rules will be applicable. According to the master plan, if a property is found to have construction exceeding the Floor Area Ratio (FAR), it will be fined three times more than the normal excess fee.

Moreover, no uniform fee has been fixed for regularization. This will include application fee, scrutiny fee and other administrative charges. For example, if the inspection fee has been kept at Rs 10 per square meter, then for a built-up area of ​​1,000 square meters this fee will be Rs 10,000.

Help of 700 architects will be taken

A panel of about 700 government recognized architects has been included in this entire system, who will go to the ground and do the actual assessment of the properties. It will be the responsibility of these architects to go to the spot and check what is the actual condition of the concerned property such as whether it is a single storey, two storey or three storey construction. Based on this they will prepare an accurate map.

The prepared maps and survey data will be uploaded on the ‘SWAGAM’ portal. Further regularization process will be completed on the basis of this data. According to officials, after the regularization certificate is issued, this map will become part of the government records, due to which the legal status of the property will be clearly and permanently recorded.

The official said that those who have not yet got ownership rights under the PM-UDAY scheme launched in 2019, are likely to get this right within the next one month. Along with this, MCD has also indicated that new applications related to regularization will also be processed expeditiously and efforts will be made to complete them within about a month.

These benefits after regularization

The official said that about 40,000 such residents, who have already got ownership rights, will be able to apply directly on the ‘SWAGAM’ portal. This will help make the process faster and simpler. Further, the officials also clarified that once the regularization process is completed, development work in these colonies will be given priority. Under this, work will be started to improve and strengthen roads, drains and other basic facilities.
