In order to complete the big railway projects in the country on time and to reduce the problems arising due to frequent transfers in construction work, the Railway Board has implemented a new system in the construction organization. Under the new policy, the officers posted in the construction wing will get an opportunity to work on a project for a long time, due to which their responsibilities and accountability will also be decided.
Normally deployment will be for 5 years
According to the new policy, the normal tenure of officers in the construction organization has been kept at five years. If the need is felt to complete a project, this period can be increased to seven years. The purpose of this arrangement is to reduce transfers of officers in the middle of the project and to maintain continuity of work. This is expected to help in completing big railway projects within the stipulated time.
Central Board will select officers
Now the process of posting officers in the construction wing has also been changed. For this, Central Selection Board has been formed. Officers willing to work in the construction organization will apply through the prescribed portal. During the selection, aspects like qualification of officers, experience in the relevant field and previous functioning will be taken into consideration. With this, efforts will be made to appoint suitable officers as per the need of the project.
Modern technology training is necessary
Emphasis has also been laid on training of officers to promote the use of new technology in railway projects. Officers will have to undergo mandatory training of two to three weeks from Gati Shakti University and will also have to pass an examination. In the training, information about modern technical areas like Digital Twins, Tunnel, Bridge and Artificial Intelligence will be given along with project management.
Separate system for environmental clearance
In railway projects, work is sometimes affected due to land acquisition and forest related clearances. Under the new arrangement, there is a plan to deploy Indian Forest Service and Revenue officers on deputation in each zonal railway. Its objective is to expedite matters related to necessary approvals and reduce administrative hurdles in projects.
Facilities also available to officers posted in remote areas
The new policy has also taken care of the facilities for officers posted in remote and difficult areas. Prefabricated accommodation will be arranged for officers in such areas. Apart from this, a provision has also been made to give the officers who have completed five years tenure the option of three zonal railways of their choice for further posting.
