There is discussion that in future the number of Lok Sabha seats may increase from the present 543 to 850. The main basis behind this big change is ‘Nari Shakti Vandan Act’ (Women’s Reservation Bill) and the upcoming delimitation in the country. If this happens, it will be the largest expansion of democratic representation in the history of independent India. Mathematics of 850 seats and the basis of delimitationIn fact, the number of Lok Sabha seats in India has long been based on the 1971 census. According to the Constitution, the seats are to be delimited afresh on the basis of the data of the first census to be held after the year 2026. Considering the increasing population, experts estimate that to balance the representation, the number of seats will have to be increased to around 850. The capacity of the new Parliament House has also been designed with the same futuristic thinking, where the Lok Sabha Hall has seating arrangements for 888 members. After the Women’s Reservation Bill became law, it has become clear that 33 percent seats in the Parliament and Legislative Assemblies will be reserved for women. However, there are two main conditions attached to the implementation of this law: first ‘census’ and second ‘delimitation’. The government intends that when the total number of seats increases, then women can be given their rights without reducing the seats of existing male MPs. That means, out of 850 seats, about 280 seats can be reserved for women. North vs South India: Challenge of representation. With the increase in the number of seats, a big political challenge is also coming to the fore. The population growth rate in the states of North India (such as UP, Bihar) has been higher than that of the states of South India (such as Tamil Nadu, Kerala). In such a situation, after delimitation, the seats of North Indian states will increase significantly, while South Indian states fear that despite performing better in population control, their political influence in Parliament may reduce. The government will have to find a concrete formula to remove this imbalance. What will be the impact on the general public and politics? The increase in Lok Sabha seats directly means that an MP will have a smaller area for development, due to which the problems of the public can be solved in a better way. Having smaller constituencies will increase the reach of MPs to their voters. Also, 33% participation of women in politics will bring gender balance in the policy-making of the country and issues related to women will get more priority at the national level.
