Darbhanga: Questions have once again been raised regarding alleged corruption in the education department of the district. Allegations related to serious financial irregularities and alleged corruption have surfaced against an employee of the District Education Officer (DEO) office. In the report of Dainik Jagran, many questions have been raised about this office employee and it is said that the discussion regarding his alleged property and work will be intensified.
The matter is also in discussion because the district office of the Education Department is the center of many important works directly related to government schools, teachers, employees and departmental schemes. In such an office, if any employee is accused of financial irregularities or illegally acquiring property, then it becomes very important to conduct an impartial investigation.
A large number of teachers and employees reach the DEO office of Darbhanga for various matters related to government work. There is dependence on the office for transfers, service related work, documents, departmental permissions, payments and other administrative processes. In such a situation, continuous complaints against an employee raise questions on departmental transparency.
Given the seriousness of the allegations against the employee in question in the report, it is necessary that the relevant assets, sources of income and financial transactions undertaken while in government service be investigated. Although, Allegations made against a person cannot be considered as finally proved facts until the investigation and conclusion of the competent authority.
This matter has come to light at a time when there is a continuous discussion going on about action against corruption in the education department of Bihar. Recently, the Economic Offenses Unit (EOU) had raided the premises linked to Ajay Kumar Singh, Deputy Director of the Education Department. According to reports, he is accused of acquiring illegal assets worth more than Rs 3 crore and action was taken at three places from Patna to Begusarai.
Due to this, the question also becomes important as to how the assets and sources of income of the employees and officers in the district level education offices are monitored. If the assets of an employee appear to be significantly higher than his known income, an investigation can be carried out as per the rules to ascertain what were the legitimate sources of income from which the assets were acquired.
Departmental information and various administrative documents related to the District Education Officer office are available on the official website of Darbhanga District Administration. As per official records, the DEO office operates under the Education Department and is involved in the education related administrative functions of the district.
In Darbhanga, action has already been taken on serious allegations regarding the education department. In November 2024, reports of suspension of the then District Education Officer and a DPO came to light. The investigation had highlighted allegations of alleged illegal recovery in works such as bench-desks, submersible pumps, fabricated building construction, purchase of wheelchairs and building repairs. Allegations of corruption were also investigated in the counseling of TRE-1 and TRE-2.
However, it would not be appropriate to directly link the current case with the old cases. Only an independent investigation into the present allegations will decide whether there is any truth in the allegations made against the concerned employee.
The most important question in this entire matter is what is the actual relationship between the assets and income of the employee who is being accused of being a ‘wealth-lord’. If the investigation finds that the assets are significantly higher than the government salary or known income, the investigation can also proceed from the angle of disproportionate assets.
Apart from this, it can also be a subject of investigation that what kind of departmental work was done by the concerned employee during his posting and whether any kind of financial transaction took place with the people associated with those works. If there is an allegation in the complaints about demanding or taking money in exchange for any particular work, then investigation of relevant documents, statements of the complainant and evidence like digital transactions will be important.
The impact of corruption in the education department is not limited to the government system only. This can directly impact teachers, school staff and sometimes even students. If instead of completing any administrative work as per the rules, there is a need to make illegal payments, then this affects the credibility of the entire system.
This matter is also a matter of concern for the people working in the DEO office of Darbhanga. If money is demanded for any service or departmental process in a government office other than the prescribed rules and fees, then a complaint should be made to the competent authorities. Similarly, it is necessary to collect documentary and financial evidence to confirm the allegations against an employee.
In case the matter is investigated at the departmental level, the investigating agency can examine the service book, salary details, property details, records related to bank accounts and other available documents of the concerned employee. If necessary, statements of the concerned people can also be taken.
The purpose of such investigation is not just to hold any one employee guilty, but to find out whether any rules have been violated in the government system. If the allegations are proved wrong then the concerned person will also get relief and if the allegations are found true then the way for action will be cleared as per rules.
The work of the education department in Darbhanga is linked to thousands of teachers and a large number of government schools in the district. Therefore, transparency and accountability are extremely important in the functioning of the office. Whenever any complaint of financial irregularity comes to light, timely investigation not only reveals the truth of the allegations but also sends a clear message to other employees working in the department.
At present, regarding the allegations that have come to light, most of the attention is on what further steps the concerned department or the competent investigating agency takes. Only after independent verification of the allegations and conclusion of the official investigation will it be clear whether the matter is limited to allegations alone or whether there are actual financial irregularities behind it.
