Smart street light project in Delhi: Auto-dimming system “musical” lighting, plan to convert 1 lakh lights on EMI model
The Delhi government is planning to replace the old street lights on the roads of the capital and install new and modern smart street light system. Under this, about 1 lakh street lights installed on PWD roads will be replaced in a phased manner. There is a plan to install special types of modern lights in the new system.which may also include features such as musical and interactive lighting technology to make roads safer and more attractive.
For the first time, the government is going to adopt monthly installment model for this project. Under this, the agency installing and maintaining the lights will be paid every month, so that regular maintenance of the system can be ensured. According to the plan, if any street light breaks down at any place, it will be mandatory to replace or repair it within 48 hours. This aims to make the street lighting system more reliable and systematic.
Under this, old lights installed on PWD roads will be removed and modern systems will be installed. According to Cabinet Minister Parvesh Sahib Singh, till now the payment for government projects in the country has generally been made under Open Tender, BOT (Build-Operate-Transfer), EPC (Engineering, Procurement & Construction) or Hybrid Annuity Model. But Delhi government is preparing to adopt a new EMI model for the first time. Under this new model, about one lakh street lights installed on about 1400 km long roads of Delhi will be replaced. The entire project will be given to a single agency, to which the government will pay in installments after the completion of the work. According to the information, this payment will be divided into about 60 installments (EMIs). This will reduce the lump sum financial burden on the government and will also ensure long-term maintenance of the project.
The agency that will get the contract will also maintain the street lights for 5 years. It will be mandatory to replace the damaged or switched off lights within 48 hours. If the lights are not replaced within the stipulated time, a fine of ₹ 2000 per light per day will be imposed. The agency will have to pay financial penalty for negligence. The government says that with this arrangement, the street light system in the city will become more reliable and continuously operational.
The light itself will dim as the night falls
New technology smart lights will be installed on PWD roads, whose lighting and control will be based on a completely automatic system. According to the Cabinet Minister, the illumination of the new street lights will be up to 40 lux, whereas the existing lights give only 10 to 15 lux. He says that the present lights are not able to provide adequate illumination on the road due to their being installed at a height. The special thing about the new system will be that it will have dynamic dimming technology. As natural light increases at night, the brightness of the street lights will automatically reduce initially: 40 lux Gradually: 30 lux Then: 20 and 15 lux At dawn: lights off automatically The purpose of this technology is to save energy and ensure lighting as per need.
The total cost of the project is said to be around ₹450 crore. The government claims that the modern light system can lead to electricity savings of about ₹300 crore in the next five years, which will offset a major part of the expenditure. Additionally, it will be mandatory for the concerned agency to set up a control room to monitor the system, allowing real-time monitoring of lights and immediate identification of faults.
